This position is in St. Paul, Minnesota with requirements to travel within the Twin Cities metro area. How your work would contribute to our organization and the Twin Cities region:
The role involves leading and managing the development and execution of a commissioning program for Environmental Services focusing on capital projects for water resource recovery facilities (aka wastewater treatment plants) and interceptor facilities. The aim is to ensure these projects fulfill contract stipulations and address the operational and maintenance needs of the business. Candidates should possess experience in operating and commissioning diverse wastewater treatment systems and demonstrate robust resilience in resolving issues and challenges that may emerge from new or unpredictable circumstances, with an affinity for field service work.
What you would do in this job
  • Create an efficient and effective water resource recovery facility commissioning program, ensuring full support for the MCES Customer Level of Service. Record the existing strategies, practices, training programs, and operational procedures employed by the ES business units to meet their business goals and pinpoint areas of strength, weakness, and potential enhancement.
  • Develop a general approach to capital project commissioning that builds upon improvements recommended by an internal ES workgroup. Collaborate with internal stakeholders to refine and agree upon the approach and incorporate it into ES design guidelines, guide specifications, and work instructions.
  • Create a commissioning plan for each ES capital project that is both efficient and effective. This plan should cover operating modes for the duration and post-construction phases, the sequence of construction activities, training for operations and maintenance personnel, the construction contractor's responsibilities, contracted engineering, and ES staff roles. It should also detail the content and format of training materials, training timelines, functional demonstration testing, and process performance testing.
  • Lead and manage the implementation of the commissioning plan for each capital project. Collaborate with the project manager and council-authorized representatives to integrate the construction contractor's schedule and deliverables into the project commissioning plan.
  • Establish and head a project commissioning team comprising representatives from Technical Services, Operations, Support Services, Maintenance, and construction contractors. Define the roles and responsibilities of all participants, ensure quality assurance, conduct training, and compile the final commissioning reports accordingly.
  • Coach and mentor ES staff on aspects of facility commissioning to understand the business needs of operations and translate understanding into appropriate input to the project design team. Provide troubleshooting and process optimization services, technical assistance, and support the process control and operating strategies to optimize facilities operations.

What education and experience are required for this job (minimum qualifications)

Any of the following combinations of professional experience working with commissioning large and/or wastewater treatment or other industrial systems and completed education (degree field of study in construction management, engineering, chemistry, biology, or a related field.)

  • HS diploma/GED and ten (10) years of experience.
  • Associate's degree and eight (8) years of experience.
  • Bachelor's degree and six (6) years of experience; or
  • Master's degree or higher and (4) years of experience.
What additional skills and experience would be helpful in this job (desired qualifications):
  • Experience in commissioning and troubleshooting chemical, biological, and mechanical wastewater treatment systems.
  • Experience working on wastewater projects for municipal, city, and/or state government.
  • Professional experience working with small business inclusion programs, equity, diversity, affirmative action, equal opportunity, legal, community outreach, contract administration, and contract compliance implementation.
  • Experience with Oracle's Work order and Asset Management System (WAM).
  • Excellent interpersonal, verbal, and technical writing skills.
  • Supervisory experience.
  • Experience using eBuilder or other construction management software.
  • Experience using Bluebeam.
What knowledge, skills, and abilities you should have:
  • Knowledge of engineering principles and construction practices for wastewater collection
  • Knowledge of OSHA safety requirements.
  • Knowledge of project and program management principles and practices.
  • Knowledge of wastewater collection and treatment operation and maintenance practices.
  • Verbal and written communication skills sufficient to interact with operators, maintenance staff, engineers, and construction contractors.
  • Interpersonal skills sufficient to build trust with customers and stakeholders, both internal and external to the organization.
  • Training and presentation skills.
  • Ability to lead and guide interdisciplinary teams to successful project completion.
  • Ability to coach and mentor staff.
  • Ability to plan, organize, and prioritize work.

Work Environment: The position works in an office environment and industrial plant. Some travel to other facilities is required. Up to one-third of the time, this position works near moving parts or equipment, exposed to fumes or airborne particles, outdoor weather conditions, and moderate noise.
