Job Summary

We are seeking a highly skilled Government Contract Manager to join our team at Resolute Digital, a Weber Shandwick Company. This is a hybrid role that requires strong leadership and analytical skills to manage government contracts and pricing.

Key Responsibilities
  • Contract Guidance: Provide expert guidance to internal teams on contract and task order regulations and requirements.
  • Policy Maintenance: Maintain and update internal policies and procedures to ensure compliance with government requirements.
  • RFP Evaluation: Assist in the evaluation of RFPs and Task Orders and existing contract modifications/amendments for business and financial requirements.
  • Contract Monitoring: Monitor primary project progress and partner/subcontractor performance to flag substantive or administrative problems and work with teams to outline corrective action.
  • Communication: Focal point for all communication with law, finance, and business team disciplines for resolution of contract issues and disputes.
  • Change Control: Manage contract change control process (internally) and help prepare package for client submission and review.
  • Contract Renewal: Lead contract renewal process for various contracting vehicles including GSA, BPA, and IDIQ.
  • Contract Analysis: Analyze significant and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.
  • Contract Negotiation: Support contract and subcontract negotiations.
  • Project Management: Work with Project Managers in creating purchase orders, subcontractor and vendor selection, travel compliance, and compliance with prime contract/task orders.
  • Competitive Bidding: Oversee competitive bid process for outside partners and/or prepares justification memoranda for funding and implementation of inter-agency agreements or subcontracts.
  • Contract Tracking: Track implementation and evaluation of inter-agency agreements or subcontracts to ensure acceptable quality and conformance to agreed requirements.
  • Documentation: Maintain adequate backup documentation and files for competitive and sole-source arrangements.
  • Compliance: Maintain adequate systems for compliance with government cost accounting standards.
  • Financial Reporting: Prepare and submit annual incurred cost proposal and provisional rates using SAP and Excel.
  • Government Filings: Submit filings with appropriate government agencies including small business and GSA Industrial Funding Fee (IFF).
  • Indirect Rate Monitoring: Monitor the actual indirect rates during the year.
Qualifications
  • Bachelor's Degree: Bachelor's degree and 6+ years' experience with government contracts and pricing.
  • GAAP and FAR Knowledge: Extensive working knowledge in GAAP, FAR, FTR, and government cost accounting standards.
Additional Qualifications
  • Communication Skills: Ability to work with all levels of people across functional organizations within the company and the Government.
  • Excel Skills: Knowledge of advanced functions in Excel.
  • Interpersonal Skills: Excellent written, verbal, and interpersonal communication skills.
  • Attention to Detail: Detail-oriented and able to work independently.
  • Industry Experience: Prior working experience with CMS, CDC, and GSA; and experience performing full accounting cycle is a plus.

Salary range: $100,000 – $110,000.
