About the Role: The RCA Caseworker is responsible for enrolling eligible clients in the Refugee Cash Assistance (RCA) program. This includes verifying eligibility, providing orientation, disbursing payments, maintaining case files, and ensuring that databases are updated in accordance with program guidelines. This position plays a crucial role in ensuring that RCA clients adhere to program requirements and that their case files are complete with all necessary forms and documents. Main Responsibilities:
  • Enroll refugees, asylees, and other eligible populations in the RCA program.
  • Screen walk-in clients for eligibility and refer them to other refugee services programs, including Employment, Social Adjustment Services, and/or Preferred Communities as necessary.
  • Conduct regular orientations for newly arrived clients.
  • Establish and maintain case files and case notes for RCA clients in line with program guidelines.
  • Disburse monthly RCA payments according to program guidelines based on enrollment date and family size.
  • Regularly update the Refugee Management System and Client Track database, ensuring accurate and timely entry of client information.
  • Maintain ongoing communication with enrolled clients to ensure compliance with program requirements.
  • Collaborate with the Employment team to gather compliance data for clients on a monthly basis.
  • Assist eligible clients with check pick-up, ensuring compliance with program guidelines prior to releasing any payments.
  • File monthly assistance checks in clients' RCA case files and update payment data in Client Track.
  • Periodically review cases with the RCA coordinator and program manager to ensure adherence to contract compliance and quality control as per program guidelines.
  • Report any compliance issues related to RCA enrollments to the program manager and assist in implementing any corrective action plans proposed.
  • Prepare materials necessary for monitoring compliance of the RCA program.
  • Stay informed about all RCA compliance guidelines and ongoing directives from the Texas Office of Refugees.
  • Perform additional duties as assigned by the supervisor.
Qualifications, Skills & Experience:
  • Bachelor's degree required.
  • Preferred: One year of relevant experience in social services, particularly in refugee services and/or case management.
  • Strong independent judgment and coordination skills.
  • Exceptional attention to detail and accuracy.
  • Intermediate to advanced computer skills are essential (including proficiency in Microsoft Office applications).
  • Fluency in English is required; fluency in one of the primary refugee languages is preferred (emphasis on Spanish, Dari, Pashto, Arabic, and Kiswahili).
  • Must enjoy working with a culturally and ethnically diverse team, clients, and volunteers.
  • Flexibility to work a varied schedule, including some weekends.
  • A valid driver's license and automobile insurance as mandated by law are required.
