Company Overview

The City and County of San Francisco is committed to enhancing behavioral health services through its Managed Care division, which includes the Office of Coordinated Care (OCC), Utilization Management (UM), and Quality Management (QM). The organization is also developing a Mental Health Services Center aimed at improving access to essential psychiatric care.

Position Summary

This role will allocate 10-30% of time to clinical duties, while dedicating 70-90% to the responsibilities of a Deputy Medical Director. Key responsibilities include:

  • Facilitating the planning and execution of low-threshold psychiatric services to enhance access to care.
  • Engaging with the BHS Deputy Medical Director group, reporting to the Co-Chief Medical Officers.
  • Maintaining expertise in state and federal regulatory standards, including those related to the Mental Health Plan and Drug Medi-Cal Organized Delivery System.
  • Collaborating with leadership across Managed Care, OCC, UM, and QM to provide strategic direction.
  • Offering medical consultation and oversight for OCC, UM, and QM divisions.
  • Exhibiting advanced clinical knowledge in Substance Use Disorder (SUD) and Mental Health practices, along with strong analytical and decision-making skills.
  • Ensuring health equity goals are central to all clinical initiatives and service development.
  • Continuing clinical practice with underserved populations, particularly within the Mental Health Service Center.
  • Supervising medical personnel, including the UM Medical Director and other essential staff.
  • Performing additional duties as assigned.

Qualifications

Essential Requirements

  • A valid medical license from the Medical Board of California or the Osteopathic Medical Board of California.
  • A valid DEA license.
  • Completion of an accredited residency program in a psychiatric specialty (Board Eligible).
  • A minimum of five years of post-residency experience as a practicing psychiatrist; Board Certification may substitute for two years of experience.

  • Board eligibility or certification in Addiction Medicine or Addiction Psychiatry.
  • Personal experiences that enhance understanding of diverse communities and their unique needs.

Selection Process

The selection will involve a Training and Experience Examination, assessing relevant knowledge and skills. A confidential eligible list will be created for certification purposes.
