Role Overview:

In the capacity of Senior Advisor, Healthcare Facilities O&M, the chosen candidate will assist the Defense Health Agency (DHA) Program Manager in overseeing a diverse array of facilities operations. You will coordinate and provide strategic recommendations regarding Operations and Maintenance (O&M) program guidance, oversight, and support for the DHA O&M program, which encompasses all Army, Air Force, and Navy Medical Treatment Facilities (MTFs) worldwide, along with veterinary clinics and DHA laboratories.

Key Responsibilities:

· Leadership & Integration: Offer expert guidance and oversight for DHA O&M programs, ensuring effective integration and standardization across all facilities.

· Contract Management: Formulate and assess performance work statements and requirements to guarantee robust support for DHA MTFs. Standardize contracts across services.

· Site Investigations: Organize, schedule, and conduct site assessments to evaluate and support the O&M program's structure and requirements.

· Facility Management Support: Aid MTFs in meeting Defense objectives, mitigating commodity cost risks, and prioritizing contract initiatives. Oversee a $1.0B budget for Sustainment, Restoration, and Modernization activities.

· Analysis & Recommendations: Examine operational trends and provide insights to enhance standardization across DHA facilities.

· Coordination & Communication: Collaborate with various stakeholders, including DoD and other federal agencies, ensuring timely information dissemination.

· Additional Duties: Execute other related responsibilities as assigned and be prepared for travel up to 10-25% of the time.



Required Qualifications:

Experience & Education:

· Bachelor's Degree from an accredited institution (or equivalent experience).

· 5 years of experience in managing healthcare facility maintenance and repairs.

· 3 years of experience in scoping Medical O&M contracts or similar products.

Knowledge & Skills:

· Familiarity with the Military Decision-Making Process (MDMP) and Joint Operations Planning and Execution System (JOPES).

· In-depth knowledge of DoD administrative policies, military service departments, and program effectiveness evaluation.

· Strong communication and analytical abilities.

· Favorable NACI clearance.

Preferred Skills:

· Certifications such as Certified Healthcare Facility Management (AHA), Certified Professional Maintenance Manager (CPMM), or Facility Manager Certificate (FMC).

· Experience in supervising, managing, and leading teams.

· Knowledge of the US Army Corps of Engineers, General Service Administration, and other Federal Contract agencies.

· Understanding of Joint Commission standards, DoD design guidelines, and Unified Facilities Criteria.

· Proficiency in Microsoft Office Suite and project management tools like Smartsheet or Microsoft Project.

· Excellent organizational skills and attention to detail.
