Qualifications

  • A Bachelor's degree in construction management, engineering, or architecture is preferred, along with substantial knowledge of medical facility design, construction, and management.
  • Professional engineering registration is not mandatory.
  • A minimum of ten (10) years of relevant experience in project management is essential, with a preference for expertise in healthcare facilities.
  • Experience must include direct responsibility for project management operations within medical healthcare campuses, with recent involvement in the last six months.
  • Certification in Project/Construction/Healthcare Construction/Facility Management is required or must be obtained within nine months of employment. This certification should be from an accredited program and maintained throughout the employment period.

Key Responsibilities

  • Oversee the entire lifecycle of construction projects, including planning, execution, and completion, while ensuring compliance with performance standards.
  • Act as the primary liaison between the Government and DHA, providing expert advice on facility transformation and clinical integration.
  • Support the planning and execution of Integrated Design and Initial Outfitting and Transition (iDBIO) projects.
  • Assist in the development of long-term Master/Facility Plans for Medical Treatment Facilities (MTFs) and aid in securing funding for significant construction and renovation projects.
  • Maintain comprehensive documentation and metrics to achieve goals related to MILCON and Sustainment, Restoration, and Modernization.
  • Coordinate with various stakeholders, including Base Civil Engineering and Environmental departments, to ensure project alignment.
  • Facilitate the development and review of Phasing Plans, ensuring effective communication and coordination of project documents.
  • Review environmental documents and provide recommendations as necessary.
  • Support DHA-FE Project Officers with demolition contract requirements and validation processes.
  • Ensure compliance with project objectives, codes, and standards throughout the design and construction phases.
  • Gather data to assist in the development of change orders and coordinate with relevant personnel to address issues.
  • Monitor construction contractor compliance with established procedures and report findings to leadership.
  • Deliver project-related presentations to MTFs and other agencies, demonstrating in-depth knowledge of specific projects.
  • Assist in the transition of personnel to newly constructed or renovated facilities, ensuring all necessary management and coordination are completed.
