Role Overview:

In the capacity of Senior Advisor for Healthcare Facilities O&M, the chosen candidate will assist the Defense Health Agency (DHA) Program Manager in overseeing a diverse array of facilities operations. This role involves coordinating and providing strategic recommendations on Operations and Maintenance (O&M) program guidance, oversight, and support for the DHA O&M program, which encompasses all Army, Air Force, and Navy Medical Treatment Facilities (MTFs) worldwide, in addition to veterinary clinics and DHA laboratories.

Key Responsibilities:

· Leadership & Integration: Offer expert guidance and oversight for DHA O&M programs, ensuring effective integration and standardization across all facilities.

· Contract Management: Develop and assess performance work statements and requirements to guarantee comprehensive support to DHA MTFs, standardizing contracts across services.

· Site Investigations: Organize, plan, and execute site visits to assess and support the structure and needs of the O&M program.

· Facility Management Support: Aid MTFs in achieving compliance with Defense objectives, mitigating commodity cost risks, and prioritizing contract initiatives. Manage a substantial budget in Sustainment, Restoration, and Modernization activities.

· Analysis & Recommendations: Evaluate operational trends and provide insights to enhance standardization across DHA facilities.

· Coordination & Communication: Collaborate with various stakeholders, including DoD and other federal agencies, ensuring timely and effective information dissemination.

· Additional Duties: Undertake other related responsibilities as assigned and be prepared for occasional travel.

Requirements:

Experience & Education:

· Bachelor's Degree from an accredited institution (or equivalent experience).

· Minimum of 5 years of experience in managing healthcare facility maintenance and repairs.

· At least 3 years of experience in scoping Medical O&M contracts or similar services.

Knowledge & Skills:

· Familiarity with the Military Decision-Making Process (MDMP) and Joint Operations Planning and Execution System (JOPES).

· Extensive knowledge of DoD administrative policies, military service departments, and program effectiveness evaluation.

· Strong communication and analytical abilities.

· Favorable NACI clearance.

Preferred Skills:

· Certifications such as Certified Healthcare Facility Management (AHA), Certified Professional Maintenance Manager (CPMM), or Facility Manager Certificate (FMC).

· Experience in supervising, managing, and leading teams.

· Knowledge of the US Army Corps of Engineers, General Service Administration, and other Federal Contract agencies.

· Understanding of Joint Commission standards, DoD design guidelines, and Unified Facilities Criteria.

· Proficiency in Microsoft Office Suite and project management tools.

· Excellent organizational skills and attention to detail.
