Role Overview: In the capacity of Facilities Operations Program Manager, you will be instrumental in aiding the Defense Health Agency (DHA) Program Manager for the Facilities Operations Branch. Your responsibilities will include coordinating and offering insights on guidance, oversight, and support for the Operations and Maintenance (O&M) program, which encompasses Army, Air Force, and Navy Medical Treatment Facilities (MTFs) worldwide.

Key Responsibilities:

· Leadership & Integration: Direct the O&M team to ensure effective integration of DHA O&M programs and initiatives.

· Contract & Compliance Management: Formulate performance work statements and requirements to guarantee contractual support to DHA MTFs. Evaluate and standardize existing contracts.

· Site Investigations: Organize, plan, and execute site visits and consultations to evaluate the needs and structure of O&M programs.

· Facility Management Support: Aid MTFs in meeting Defense objectives, mitigating commodity cost risks, and prioritizing contract initiatives.

· Analysis & Standardization: Assess operational trends and pinpoint opportunities for standardization across DHA.

· Collaboration: Work alongside various stakeholders, including DoD and other federal agencies, to ensure high-quality staff actions.

· Communication: Convey and distribute information within and outside of DoD and DHA.

· Other Duties: Undertake additional responsibilities as assigned and be prepared for travel requirements of 10-25%.



Required Qualifications:

Experience & Education:

· Proven experience in supervising healthcare operations and maintenance or related roles.

· Bachelor's Degree from an accredited institution (or equivalent experience).

· A minimum of 10 years managing healthcare facility maintenance and repair.

· At least 3 years of experience in defining Medical O&M contracts or similar products.

Knowledge & Skills:

· Understanding of Military Decision-Making Process (MDMP) and Joint Operations Planning and Execution System (JOPES).

· In-depth knowledge of DoD administrative policies and military service department structures.

· Exceptional analytical, communication, and organizational skills.

· Active favorable NACI clearance.

Preferred Skills:

· Certifications such as Certified Healthcare Facility Management (AHA), Certified Professional Maintenance Manager (CPMM), or Facility Manager Certificate (FMC).

· Experience with DoD or Federal Multiple Award Task Order Contracts and federal contract agencies.

· Familiarity with Joint Commission standards, DoD design guidelines, and Unified Facilities Criteria.

· Proficiency in Microsoft Office Suite and project management tools like Smartsheet or Microsoft Project.

· Strong multitasking abilities and meticulous attention to detail.
