Position Overview:
This role functions as the Senior IT Systems Administrator within the NIH Business Systems (NBS) under the Office of Management, Office of the Director.

The primary aim of the NBS is to support the scientific objectives of the NIH by delivering an administrative and scientific system that is both efficient and provides precise, timely information.

Key Responsibilities:
The selected candidate will undertake the following responsibilities:

  • Technical Analysis and Resolution:
    Conduct thorough technical evaluations to identify and rectify IT configuration, cloud infrastructure, and integration challenges. Recognize and mitigate recurring issues.
  • Customer Support Framework:
    Establish and uphold customer support protocols, procedures, and standards to ensure exceptional service delivery.
  • Project Management:
    Lead the successful execution of IT systems development initiatives, including cloud infrastructure projects, through effective project management and ongoing support post-implementation.
  • Product Assessment and Recommendations:
    Perform comprehensive evaluations of new IT products and cloud services, including comparative analyses, feasibility assessments, cost-benefit evaluations, and performance testing. Provide data-driven insights for implementation.
  • Infrastructure Management:
    Oversee cloud platform infrastructure (Oracle Cloud, Microsoft Azure), supporting commercial off-the-shelf applications (Oracle eBusiness Suite, Unison PRISM, CGI Sunflower) and custom applications utilizing Oracle APEX and advanced technologies.
  • Security Compliance:
    Conduct federal security audits, implement zero trust architecture, and ensure open-source security measures are in place. Prepare presentations for briefings to executive stakeholders.

Qualifications:
To qualify for the IT Specialist position, candidates must possess IT-related experience demonstrated through paid or unpaid roles in either the private or public sector, and/or completion of intensive training that illustrates the following competencies:

  • Attention to Detail: Demonstrates thoroughness in work and a conscientious approach to detail.
  • Customer Service: Engages with clients and customers to assess needs, provide information, resolve issues, and meet expectations, while being knowledgeable about available products and services.
  • Oral Communication: Effectively conveys information to individuals or groups, considering the audience and context, and makes clear, persuasive presentations.
  • Problem Solving: Identifies issues, evaluates information accuracy and relevance, and utilizes sound judgment to generate and assess alternatives and recommendations.

Additionally, candidates must demonstrate at least one year of specialized experience equivalent to the GS-13 level in the Federal service, typically acquired in the IT field or through IT-related tasks such as:

  • Performing technical analysis to diagnose and resolve IT configuration, integration, and security issues.
  • Leading IT systems development projects through all phases, including project scheduling, resource estimation, milestone definition, and post-implementation support.
  • Recommending updates to IT policies and procedures to ensure compliance and mitigate risks.
  • Conducting feasibility, performance, and compatibility testing, along with cost-benefit analyses of new IT products and services.
  • Making informed recommendations for future IT product and service implementations.

Additional Information:
This position is classified as a "non-emergency/teleworker" role, requiring the selected candidate to be available for telework or to request leave during closures. A probationary period may be required upon selection.

At the supervisor's discretion, this position may offer flexible work schedules, including telework options.
