The primary aim of the NBS is to support the scientific objectives of the NIH by providing an efficient administrative and scientific system that ensures accuracy and timely information dissemination.

Key Responsibilities
The successful candidate will be tasked with the following duties:

  • Technical Analysis and Resolution: Conduct thorough technical evaluations to identify and rectify IT configuration, cloud infrastructure, and integration challenges. Recognize and mitigate recurring issues.
  • Customer Support Development: Formulate and implement customer support protocols, procedures, and standards to ensure exceptional service delivery.
  • Project Management: Lead the successful execution of IT systems development initiatives, including cloud infrastructure projects, through effective project management and ongoing support post-implementation.
  • Product Assessment and Recommendations: Perform comprehensive evaluations of new IT products and cloud services, including comparative analyses, feasibility assessments, cost-benefit evaluations, and performance testing. Provide data-driven insights for implementation decisions.
  • Infrastructure Management: Oversee cloud platform infrastructure (Oracle Cloud, Microsoft Azure), supporting commercial off-the-shelf applications (Oracle eBusiness Suite, Unison PRISM, CGI Sunflower) and custom applications utilizing Oracle APEX and advanced technologies.
  • Security Audits: Conduct federal security audits, implement zero trust architecture, and ensure open-source security compliance. Prepare presentations for executive briefings.

Qualifications
To qualify for this position, candidates must possess IT-related experience, demonstrated through paid or unpaid work in either the private or public sector, or through completion of intensive training that confirms the following competencies:

  • Attention to Detail: Demonstrates thoroughness and conscientiousness in work performance.
  • Customer Service: Engages with clients to assess needs, provide assistance, and resolve issues while ensuring quality service delivery.
  • Oral Communication: Effectively conveys information to individuals or groups, tailoring messages to the audience and context.
  • Problem Solving: Identifies issues, evaluates information accuracy and relevance, and utilizes sound judgment to generate and assess alternatives.

Additionally, candidates must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service, typically gained in the IT sector, which includes:

  • Performing technical analyses to resolve IT configuration, integration, and security challenges.
  • Leading IT systems development projects through all project phases, including scheduling, resource estimation, milestone definition, and post-implementation support.
  • Recommending updates to IT policies and procedures to ensure compliance and mitigate risks.
  • Conducting feasibility, performance, and compatibility testing of new IT products and services.
  • Making informed recommendations for future IT product implementations.
