Key Responsibilities

As a Senior Program Control Analyst, you will hold a crucial position within the finance team, supporting various programs. If you are a motivated, career-oriented, and client-focused professional with experience in diverse contract types within federal contracting or commercial settings, we invite you to consider this opportunity. This role may be performed onsite, in a hybrid format, or remotely.

Core Functions:

  • Analyze and comprehend contract stipulations (including various contract types such as T&M, FFP, FFP LOE, CPFF, & CPIF) to ensure adherence to financial provisions and deliverable timelines.
  • Oversee the establishment and upkeep of billable projects within the accounting system (Unanet ERP).
  • Generate necessary cost and CDRL reports (e.g., spend plan, 75% cost incurred status reports, MSRs, etc.).
  • Develop and maintain budget and forecasting models to align with project and AOP requirements.
  • Implement revenue recognition strategies and conduct monthly variance analyses.
  • Monitor and track direct material acquisitions for relevant projects to support project reporting and stakeholder deliverables.
  • Assist with pricing initiatives as required.
  • Identify and monitor program risks and opportunities.
  • Review and authorize direct cost purchase requisitions.
  • Prepare travel request pre-approval documentation.
  • Track subcontractor cost and schedule status, material receipts, and outstanding commitments.
  • Process advanced spending and at-risk approvals as necessary.
  • Collaborate with Accounts Receivables to ensure accurate and timely billing, unbilled amounts, and aging reports.
  • Engage with customers and BlueHalo stakeholders as needed.
  • Work closely with multiple program managers and directors during financial status reviews and strategic meetings.
  • Guide program managers in financial decision-making and its implications.

Success Indicators: The ideal candidate will demonstrate the following milestones:

  • 30 days: Exhibits initiative in fulfilling contract obligations with a positive demeanor and completes all required training.
  • 60 days: Displays comprehensive understanding of BlueHalo policies and procedures, executing them effectively in line with contract requirements.
  • 90 days: Operates with a degree of autonomy, consistently delivering high-quality and timely outputs.

Qualifications

  • Bachelor's degree in Finance or Accounting with a minimum of six to eight (6-8) years of relevant project control experience; or a Master's degree with at least four (4) years of project control experience.
  • In-depth knowledge of federal contracting principles, practices, and procedures related to Accounting and Finance.
  • Intermediate to advanced proficiency in Excel (including Index & Match, Pivot tables, Nested IF Statements, V-Lookups, Sumifs, etc.).
  • Familiarity with other Microsoft Office applications.
  • Must be a US Citizen capable of obtaining and maintaining a security clearance.

Preferred Education and Experience:

  • MBA with four (4) years of project control experience.
  • Experience with CostPoint is advantageous.
  • Knowledge of PowerBI is a plus.
  • Experience with Unanet is beneficial.
  • Three (3) years of experience in proposal pricing development (new business and change proposals), including cost/price, schedule, and resource analysis.
  • Experience in developing database queries.
  • Understanding of indirect rates and their application with three (3) years of experience.
  • Highly organized, detail-oriented, analytical, and positive personality, capable of multitasking in a fast-paced, deadline-driven environment.
  • Exceptional written and verbal communication skills.
  • Self-motivated individual who takes initiative and collaborates effectively with others or works independently.
  • Customer-focused mindset, with the ability to translate customer needs into profitable business solutions.

This position may require a Security Clearance. US Citizenship is mandatory.
