Position Overview

The Program Control Analyst is a pivotal member of the finance team, tasked with supporting various programs. This role is ideal for a motivated and detail-oriented professional with experience in federal contracting and commercial environments. The position offers flexibility in work arrangements, including onsite, hybrid, or remote options.

Key Responsibilities:

  • Analyze and interpret contract terms and conditions across various contract types (including T&M, FFP, FFP LOE, CPFF, & CPIF) to ensure adherence to financial obligations and deadlines.
  • Establish and maintain billable projects within the accounting system (Unanet ERP).
  • Generate necessary cost and CDRL reports (such as spend plans, cost incurred status reports, and MSRs).
  • Develop and manage budgets and forecasting models to align with project and annual operating plan (AOP) requirements.
  • Implement revenue recognition methodologies and conduct monthly variance analyses.
  • Oversee and track direct material purchases for relevant projects to support project reporting and stakeholder deliverables.
  • Assist with pricing strategies as required.
  • Identify and monitor program risks and opportunities.
  • Review and authorize direct cost purchase requisitions.
  • Prepare documentation for travel request pre-approvals.
  • Monitor subcontract costs and schedules, material receipts, and outstanding commitments.
  • Process advanced spending and at-risk approvals as necessary.
  • Collaborate with Accounts Receivables to ensure accurate and timely billing, unbilled amounts, and aging reports.
  • Engage with customers and BlueHalo stakeholders as needed.
  • Work closely with multiple program managers and directors during financial status reviews and strategic meetings.
  • Provide guidance to program managers regarding financial implications of program decisions.

Success Metrics: The ideal candidate will demonstrate the following milestones:

  • Within 30 days: Exhibits initiative in fulfilling contract requirements with a positive attitude and completes all necessary training.
  • Within 60 days: Displays a comprehensive understanding of BlueHalo policies and processes, successfully applying this knowledge in line with contract requirements.
  • Within 90 days: Operates with a degree of autonomy, consistently delivering high-quality and timely outputs.

Qualifications

  • Bachelor's degree in Finance or Accounting with 2-3 years of relevant project control experience; or a Master's degree with at least 1 year of project control experience.
  • Proficient understanding of federal contracting principles, practices, and procedures related to Accounting and Finance.
  • Intermediate to advanced skills in Excel (including Index & Match, Pivot tables, Nested IF Statements, V-Lookups, Sumifs, etc.).
  • Familiarity with other Microsoft Office applications.
  • Must be a US Citizen capable of obtaining and maintaining a security clearance.

Preferred Qualifications:

  • MBA with four years of project control experience.
  • Experience with CostPoint is advantageous.
  • Familiarity with PowerBI is a plus.
  • Experience with Unanet is beneficial.
  • Three years of experience in developing proposal pricing (including cost/price, schedule, and resource analysis).
  • Experience in developing database queries.
  • Knowledge of indirect rates and their application with three years of experience.
