Role Overview

The Program Control Analyst will assume a crucial position within the finance department, providing support across various programs. This role is ideal for a motivated and detail-oriented professional with experience in diverse contract types within federal and commercial sectors.

Key Responsibilities:

  • Analyze and interpret contract terms and conditions, ensuring adherence to financial obligations and timelines.
  • Establish and oversee billable projects within the accounting system.
  • Generate necessary cost and contract deliverable reports, including spend plans and cost status updates.
  • Develop and maintain budgets and forecasting models aligned with project and annual operating plan requirements.
  • Implement revenue recognition strategies and conduct monthly variance analyses.
  • Track and report on direct material purchases relevant to projects.
  • Assist in pricing strategies as required.
  • Identify and monitor program risks and opportunities.
  • Review and authorize direct cost purchase requests.
  • Prepare documentation for travel requests.
  • Monitor subcontract costs, schedules, material receipts, and outstanding commitments.
  • Process approvals for advanced spending and at-risk expenditures.
  • Collaborate with Accounts Receivable to ensure timely and accurate billing and manage unbilled and aging accounts.
  • Engage with customers and stakeholders as necessary.
  • Work closely with program managers and directors to review financial statuses and strategize.
  • Provide financial insights to program managers to guide decision-making.

Success Metrics: The ideal candidate will demonstrate the following within specified timeframes:

  • Within 30 days: Show proactive engagement with contract requirements and complete all necessary training.
  • Within 60 days: Exhibit a thorough understanding of company policies and successfully apply this knowledge in line with contract requirements.
  • Within 90 days: Operate with a degree of autonomy, consistently delivering high-quality and timely outputs.

Qualifications

  • Bachelor's degree in Finance or Accounting with 2-3 years of relevant project control experience; or a Master's degree with at least 1 year of experience.
  • Strong knowledge of federal contracting principles and financial practices.
  • Proficient in Excel, including advanced functions such as Index & Match, Pivot Tables, and V-Lookups.
  • Familiarity with Microsoft Office applications.
  • Must be a US Citizen capable of obtaining and maintaining a security clearance.

Preferred Qualifications

  • MBA with 4 years of project control experience.
  • Experience with CostPoint and PowerBI is advantageous.
  • Familiarity with Unanet is a plus.
  • Three years of experience in proposal pricing development, including cost analysis and resource allocation.
  • Experience in developing database queries.
  • Understanding of indirect rates and their application with three years of relevant experience.
