We are seeking a highly skilled Cooperative Agreement Fiscal Manager to join our team at the Commonwealth of Virginia. As a key member of our team, you will be responsible for managing the financial aspects of our Cooperative Agreements, ensuring compliance with federal and state regulations, and providing exceptional customer service to our stakeholders.

Key Responsibilities
  • Assist in the administration, support, and reimbursement of all Cooperative Agreements (CA) in accordance with federal and state regulations.
  • Work closely with the USPFO staff and the Federal Grants Management Specialist to alleviate bottlenecks and processing of CA packets.
  • Ensure federal and state funds are properly appropriated or allocated in the accounting systems.
  • Work with federal and state program managers to alleviate bottlenecks in preparing and auditing of CA reimbursement packets.
  • Work with CA staff on the preparation of extensions, POPs, and closeout memos to ensure timely and accurate submissions.
  • Work with upper management to ensure the agency's cash flow remains positive and minimize the use of the agency's Line of Credit.
  • Perform special projects for the DCFO and CFO as assigned.
  • Assist in the development of a Cooperative Agreement Automated Program.
Requirements
  • Extensive knowledge of generally accepted accounting principles and practices (GAAP) and extensive accounting experience.
  • Ability to gather and analyze complex data, prepare reports, and communicate effectively both orally and in writing.
  • Demonstrated proficiency with computers, exceptional Excel, PowerPoint, and Word skills.
  • Exceptional customer service skills, ability to handle multiple tasks, exceptional time management skills, and exceptional analytical and problem-solving skills.
  • Ability to present integrated and detailed reports to upper management and communicate relevant data for leadership.
  • Prior Cooperative Agreement experience required.
  • Must have a valid Driver's License.
Preferred Qualifications
  • Prior experience using Cardinal Financials.
  • Prior experience with the Commonwealth of Virginia accounting process, CAPP Manual, and Federal regulations.
