Occupational Title(s)- Program Coordinator represents the full performance level and is responsible for providing overall program management and coordination of a human services program by developing, coordinating and providing programs, resources and services to meet client needs. Employees plan and develop strategies for improving outcomes and implement human services programs. The Program Coordinator is distinguished from the Program Coordinator Supervisor by the latter’s responsibility for supervisory activities such as handling personnel issues and evaluating the work of others. King and Queen County is a very rural county that was established in 1691. The county is named for King William III and Queen Mary II of England. The county has a total area of 326 square miles, of which 315 square miles is land and 11 square miles is water. Measuring 72 miles in length, it is known as the longest county in the state of Virginia. Driving through the County, there are many farms and breath-taking natural scenery to enjoy.King and Queen County contains no incorporated towns or cities and remains one of Virginia’s most sparsely-populated counties. This position will work in the Children’s Services Act Program for King and Queen County. This position performs professional level duties to assist the Community Policy Management Team (CPMT) and the Family Assessment and Planning Team (FAPT) with the implementation of the Children’s Services Act (CSA) for At-Risk Youth and Families; responsible for monitoring changes in Children’s Services policy and state law and assisting in implementing changes within the agency and localities; monitoring the CSA program budget to include encumbrances, expenditures, un-encumbrances, and reimbursement for CSA. Conducts community assessments and presents FAPT reports and recommendations to the CPMT; acts as a secondary case manager for all cases coming before FAPT; attends treatment meetings and case staffing; conducts utilization reviews on cases; monitors vendors to ensure that families and children are receiving the services and benefiting from services provided; ensures that FAPT plans include least restrictive placements; assists in long range community planning to develop services for children and families. Responsible for negotiating vendor contracts and ensuring they meet all requirements.
Manages, organizes, and directs special projects assigned by the Director. May conduct needs assessments; advises and assists the agency in developing resources. Responsible for training and supervising fiscal and services staff in matters related to CSA.
The Coordinator will develop programs and resources in the community and provide support to all agency employees in identification and provision of services to citizens of the community. Works directly with clients in need to assess and identify appropriate referrals, programs, and resources to assist them.
Prepares and reviews grant proposals and monitors program grants to determine compliance with prescribed policy, procedures and operating standards, program regulations, or contractual requirements. Assesses community needs and develops community resources for meeting those needs; reviews and recommends revision of agency or community programs to meet changing client and community needs; coordinates agency and community resources and programs; plans, organizes and oversees the activities of volunteer personnel; works cooperatively with other employees, clients, agencies, and the public; makes presentations to community groups, boards and commissions; and coordinates with clients, colleagues, community and other agencies to improve program and outreach service delivery. Functions effectively as a team member; communicates with supervisor, employees, other departments, county officials, team members, state/federal agencies, granting/funding agencies, community organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction. Attends workshops and training sessions and presents plans and recommends policies and procedures and program budgets for approval. Minimum Qualifications: Working knowledge of: principles and practices of assigned human services programs; occupations and activities characteristic of assigned program services; program practices, techniques, and methods; project management processes and techniques; local service agencies and organizations and departmental programs and activities; program management and development; laws, regulations, policies and standards related to the program; program goals and objectives; program terminology, principles and methods utilizes in the program; and human behavior. Skill in operating a computer to enter, retrieve or modify data; and the use of word processing, spreadsheet, database, desktop publishing, e-mail, Internet, or other computer programs. Demonstrated ability to: communicate effectively both orally and in writing; gather and interpret data, reach logical conclusions and present findings and recommendations; assess program and staff needs; plan, coordinate and evaluate program activities; train, advise, direct and evaluate others on the program requirements; maintain effective working relationships with others; identify problems and needs and assess services in problem solving; interpret and apply regulations and procedures; conduct effective training; public speaking; interact professionally with a diverse group of people; produce meaningful, clear, and concise documents with the proper grammar and usage; organize and prepare statistical records; perform mathematical calculations; and read understand, and interpret program/technical reports and related materials. Education and Experience- Bachelor's degree in a Human Services field or related area supplemented with work experience in the assigned program areas OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Preferred Qualifications: Work experience in a human services organization. Experience in grant writing, project management, and community development.
Certification in CANS and FPM facilitation desired.
Knowledge of and/or experience with the Children’s Services Act (CSA).
Experience in coordinating and facilitating meetings, training, events, etc.
Experience working in OASIS and Thomas Brothers software systems. Special Requirements:
