Job Summary

The Commonwealth of Virginia is seeking a highly skilled Fiscal Manager for Cooperative Agreements to join our team. As a key member of our department, you will be responsible for the administration, support, and reimbursement of all Cooperative Agreements (CA). You will work closely with the USPFO staff and the Federal Grants Management Specialist to alleviate bottlenecks and processing of the CA packets.

Key Responsibilities

  • Assist in the administration, support, and reimbursement of all Cooperative Agreements (CA).
  • Work closely with the USPFO staff and the Federal Grants Management Specialist to alleviate bottlenecks and processing of the CA packets.
  • Ensure Federal and State funds are properly appropriated or allocated in the accounting systems.
  • Work with Federal and State Program Managers to alleviate bottlenecks in preparing and auditing of the CA reimbursement packets.
  • Work with the CA staff on the preparation of extensions, POPs, closeout memos ensuring requests are submitted timely and accurately.
  • Work with upper management in VAFA to ensure that the agency's cash flow remains positive and that the use of the agency's Line of Credit will be at a minimum.
  • Coordinate with supervisors of Budget Officers to ensure performance metrics are developed, monitored, and evaluated for each employee.
  • Work with supervisors to ensure appropriate quarterly reviews and annual evaluations are done that adequately reflect job performance and/or progress in resolving performance issues.

Requirements

  • Extensive knowledge of generally accepted accounting principles and practices (GAAP) and extensive accounting experience required.
  • Ability to gather and analyze complex data, prepare reports, and to communicate effectively both orally and in writing.
  • Demonstrated proficiency with computers with exceptional Excel, PowerPoint, and Word skills.
  • Applicant must have exceptional customer service skills, be able to handle multiple tasks, have exceptional time management skills, and have exceptional analytical and problem-solving skills.
  • Applicant must have exceptional communication and verbal skills and be able to work in a fast-paced setting.
  • Must be able to present integrated and detailed reports to upper management and communicate relevant data for leadership.
  • Prior Cooperative Agreement experience required.
  • Must have a valid Driver's License.

Preferred Qualifications

  • Prior experience using Cardinal Financials preferred.
  • Prior experience with the Commonwealth of Virginia accounting process, CAPP Manual, and Federal regulations desirable.
