Cost Control Specialist / Quantity Surveyor - Data Center Construction

Role Overview: We are looking for a skilled Cost Control Specialist / Quantity Surveyor to deliver cost management and estimating services for a prominent technology client's large-scale data center construction initiative.

Key Responsibilities:

  • Estimate and negotiate change orders throughout the construction lifecycle.
  • Provide detailed cost planning, including the creation and presentation of the final cost plan.
  • Collaborate with the design services team and general contractor to develop accurate cost estimates.
  • Reconcile changes and assist the general contractor in ensuring data accuracy.
  • Engage with the general contractor and owner project manager to gather status information for cost estimate updates.
  • Prepare written feedback on general contractor submissions, including executive summaries.
  • Coordinate all sources of cost information for discussions and supplier inputs.
  • Drive engineering priorities based on cost impact considerations.
  • Work independently to resolve scheduling challenges.
  • Conduct cost checks and valuations on larger projects, ensuring timely and accurate processes.
  • Participate in post-contract cost variance management and change control processes.
  • Manage cost impact, contingency management, and commitment tracking logs.
  • Prepare funding data presentations and coordinate value engineering sessions with stakeholders.

Pre-Contract Responsibilities:

  • Develop cost plans and estimates during the design phase, delivering updated plans at key milestones.
  • Provide commercial insights during design option evaluations and value engineering exercises.
  • Review contractor and subcontractor pricing, leading negotiations to secure fair contract prices on behalf of the client.

Post-Contract Responsibilities:

  • Execute quantity surveying, cost control, and change management activities throughout the project lifecycle.
  • Ensure effective management of post-contract cost variances and change control processes.
  • Oversee cost auditing and valuation work, establishing a robust validation process.
  • Produce monthly cost reports for client presentations.
  • Ensure timely negotiation and agreement of final accounts.
  • Compile as-built cost estimate records for benchmarking purposes.

Qualifications:

  • Demonstrated experience in construction cost management roles.
  • College and/or post-graduate degree in construction management, cost management, quantity surveying, engineering, or a related field.
  • RICS accreditation or working towards it.
  • Experience leading cost management on medium to large-sized construction projects of medium to high complexity.
  • Strong knowledge of construction industry technical matters, including procurement routes, value management, and value engineering.
