Job Summary:

The City and County of San Francisco is seeking a highly skilled and experienced professional to serve as the Hospitality Sector Workforce Development Manager. This position will be responsible for developing, managing, and enhancing the Hospitality Initiative Sector Workforce Program portfolio in adherence to the City's local plan, State's regional plan sector strategy vision, department procurement process guidelines, funding regulations, and stakeholder workforce needs.

Key Responsibilities:
  • Program Development, Implementation & Enhancement:
    • Develop and manage the Hospitality Initiative Sector Workforce Program portfolio, ensuring alignment with the City's local plan, State's regional plan sector strategy vision, and department procurement process guidelines.
    • Develop and coordinate preparation of portfolio annual work and performance plans, including operating budgets and program funding streams.
    • Develop and monitor grantee work plans and performance to ensure that program models effectively steer the development of successful hospitality sector programming.
    • Provide support for workforce program research, including labor market data, industry trends, best practices, etc., to improve the responsiveness of the workforce system.
    • Spearhead efforts to implement an enhanced Hospitality Initiative Sector Program, including robust career pathways, apprenticeship models, skills advancement trainings, and customized employer trainings.
    • Lead efforts with industry employers, training partners, and post-secondary educational institutions to shape curriculum and create training models that are relevant to employer's real-time needs.
    • Oversee collaborative efforts with education, community, organized labor, and employers to enhance effective and formal partnerships within the hospitality industry.
    • Lead in reviewing and rating workforce development proposals in Hospitality Initiative Sector Workforce Programs during procurement processes.
    • Spearhead processes and program development for apprenticeship and career pathway programming for the hospitality sector.
  • Program Monitoring, Evaluation, Technical Assistance and Capacity Building:
    • Develop tools and methods of evaluating and monitoring the effectiveness of Hospitality Initiative Sector Workforce Programs.
    • Through program oversight and formal monitoring visits, lead the coordination of monitoring and evaluating strategies, policies, and operations of sector programming to assure that grantees are in compliance with federal, state, and local funding requirements and guidelines.
    • Prepare, review, and execute contracts and subcontracts for the disbursement of funds.
    • Provide technical assistance, information, and sharing of best practices to improve services to consumers.
    • Establish and coordinate operational methods and procedures.
    • Recommend program model or training modifications and adjustments to ensure responsiveness of Hospitality Sector Workforce Programs to both employers and job seekers' needs.
    • Work with other project or program stakeholders to coordinate and streamline various phases of project and program implementation.
    • Provide a thorough analysis of existing curriculum of multiple trainings tracks to ensure that trainings meet the industry needs and lead to industry-recognized certifications.
    • In collaboration with Strategic Initiative's team, conduct regional and national research on best practices for Hospitality Sector Program models.
  • Data and Reporting:
    • Collect and evaluate qualitative and quantitative data through reporting systems and make recommendations for systematic changes.
    • Prepare monthly, quarterly, and ad-hoc sector and program data and program performance analysis to present to senior management, Workforce Investment San Francisco (WISF) Board members, hospitality sector stakeholders, and City Officials.
    • Assist in evaluating and recommending ongoing sector strategies with the Department's Workforce Strategy team.
    • In collaboration with department's data team, collect data and prepare a variety of reports, memoranda, and correspondence.
    • Review and analyze monthly reports submitted by various community groups, organizations, and agencies to ensure contract compliance.
    • Prepare sector dashboard and snapshots to present to WISF Board, at stakeholder meetings, and for public officials.
  • Employer, Stakeholder and Workforce System Engagement:
    • Lead the coordination and implementation of hospitality workforce stakeholders (including employers, training providers, educators, public officials, community members, and industry organized labor representatives) to support the industry's workforce needs and prepare local residents for sector employment.
    • Convene Hospitality Initiative Sector Workforce Program subcommittees, round table meetings, and panel discussions to provide oversight of sector programming and provide recommendations to the local Workforce Investment Board on policy changes and recommendations for improvements on workforce sector services for specific industries.
    • Provide oversight of sector collateral and public messaging to assure that the public is aware of Hospitality Initiative Sector Workforce services, programs, and trainings.
    • Establish and nourish relations with hospitality industry employers, associations, unions, and stakeholders. Convene with multiple parties through individualized and group meetings, focus groups, and round table discussions to provide information on sector initiatives and gauge their workforce needs.
    • Coordinate with the department's Employer Engagement team on sector First Source legislation and Rapid Response efforts.
    • Lead workforce alignment efforts to increase collaboration of hospitality programming to other workforce programs.

Qualifications:

Minimum Qualifications:

The ideal candidate will possess a baccalaureate degree from an accredited college or university and four (4) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice. Alternatively, the candidate may possess a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance, or criminal justice, and three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.

Desirable Qualifications:

  • Knowledge and experience with workforce development principles and practice.
  • Hold excellent interpersonal, written, and verbal communication skills. Extensive experience in writing clear and concise reports, requests for proposals, policies, and procedures, newsletters, written memos, and directives to a wide range of audience.
  • Demonstrated ability to develop and manage multiple relations with multiple stakeholders, including community-based organizations, local officials, employers, labor, industry associations, and others.
  • Experience working in a government and/or non-profit settings interacting with the development and implementation of workforce programs that serve low-income communities.
  • Knowledge of San Francisco's neighborhoods, local government, criminal justice system, workforce development, and social services infrastructures.
  • Knowledge of and direct work experience with federal, state, and local funding, including (but not limited to) Workforce Investment Opportunity Act, Community Development Block Grant, Department of Labor, General Fund dollars, etc., understanding of the regulations associated with each of these funding streams.
  • Knowledge and experience in developing and implementing sector strategies and programming, specifically in the Hospitality sector.
  • Knowledge of national and local sector models that are innovative, implement best practices that serve Hospitality industry needs as well as those of local job seekers.
  • Knowledgeable about apprenticeship and career pathway programming in relation to the hospitality industry.
