About the Job

The City and County of San Francisco is seeking a highly skilled and experienced professional to serve as the Hospitality Sector Workforce Development Manager. This key role will play a critical part in shaping the future of San Francisco's workforce, specifically in the hospitality industry.

Key Responsibilities:
  • Develop and coordinate preparation of portfolio annual work and performance plans with knowledge of operating budgets and program funding streams.
  • Develop and monitor grantee work plans and performance to ensure that program models effectively steer the development of successful hospitality sector programming.
  • Provide support for workforce program research including labor market data, industry trends, best practices, etc. to improve the responsiveness of the workforce system.
  • Spearhead efforts and implementation of an enhanced Hospitality Initiative Sector Program that includes robust career pathways, apprenticeship models, skills advancement trainings and customized employer trainings.
  • Lead efforts with industry employers, training partners and post-secondary educational institutions to shape curriculum and create training models that are relevant to employer's real-time needs.
  • Oversee collaborative efforts with education, community, organized labor, and employers to enhance effective and formal partnerships within the hospitality industry.
  • Lead in reviewing and rating workforce development proposals in Hospitality Initiative Sector Workforce Programs during procurement processes.
  • Spearhead processes and program development for apprenticeship and career pathway programming for the hospitality sector.
  • Develop tools and methods of evaluating and monitoring the effectiveness of Hospitality Initiative Sector Workforce Programs.
  • Provide technical assistance, information and sharing of best practices to improve services to consumers.
  • Establish and coordinate operational methods and procedures.
  • Recommend program model or training modifications and adjustments to ensure responsiveness of Hospitality Sector Workforce Programs to both employers and job seekers needs.
  • Work with other project or program stakeholders to coordinate and streamline various phases of project and program implementation.
  • Provide a thorough analysis of existing curriculum of multiple trainings tracks to ensure that trainings meet the industry needs and leads to industry recognized certifications.
  • Conduct regional and national research on best practices for Hospitality Sector Program models.
  • Collect and evaluate qualitative and quantitative data through reporting systems and make recommendations for systematic changes.
  • Prepare monthly, quarterly, and ad-hoc sector and program data and program performance analysis to present to senior management, Workforce Investment San Francisco (WISF) Board members, hospitality sector stakeholders, and City Officials.
Requirements:
  • Possession of a baccalaureate degree from an accredited college or university AND four (4) years administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
  • Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND three (3) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work or criminal justice; OR
  • Possession of a Master's degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR
  • Possession of a Ph.D. or Juris Doctor degree from an accredited college or university AND two (2) years of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.
Desirable Qualifications:
  • Knowledge and experience with workforce development principles and practice.
  • Hold excellent interpersonal, written and verbal communication skills.
  • Extensive experience in writing clear and concise reports, requests for proposals, policies and procedures, newsletters, written memos and directives to a wide range of audience.
  • Demonstrated ability to develop and manage multiple relations with multiple stakeholders including: community-based organizations, local officials, employers, labor, industry associations and others.
  • Experience working in a government and/or non-profit settings interacting with the development and implementation of workforce programs that serve low-income communities.
  • Knowledge of San Francisco's neighborhoods, local government, criminal justice system, workforce development, and social services infrastructures.
  • Knowledge of and direct work experience with federal, state and local funding including (but not limited to) Workforce Investment Opportunity Act, Community Development Block Grant, Department of Labor, General Fund dollars, etc.
  • Understanding of the regulations associated with each of these funding streams.
  • Knowledge and experience in developing and implementing sector strategies and programming, specifically in the Hospitality sector.
  • Knowledge of national and local sector models that are innovative; implement best practices that serve Hospitality industry needs as well as those of local job seekers.
  • Knowledgeable about apprenticeship and career pathway programming in relation to the hospitality industry.
