Position Summary:

The increasing demand for mobile source compliance and strategic long-term planning necessitates the hiring of a seasoned Fleet Compliance Specialist. This role involves leading our team in guiding clients through the evolving regulatory landscape. The Specialist will collaborate closely with clients to assess their vehicle inventories, evaluate compliance statuses, analyze technical and regulatory challenges, and effectively communicate findings to various stakeholders within the client's organization and relevant government agencies.

This position requires strong communication, decision-making, and time management skills. The selected candidate will be responsible for executing complex and time-sensitive tasks within the field, as well as training and overseeing the work of other team members.

Qualifications:

  • Minimum of 10 years of experience in CARB Fleet Compliance project management.
  • Background in environmental services, particularly in mobile source reporting, compliance, planning, and/or fleet management for on-road and/or off-road vehicles.
  • Proven ability to lead project teams to successful completion within defined scope, budget, and timelines while ensuring high-quality deliverables.
  • Strong interpersonal skills to maintain effective relationships with clients, staff, and regulatory bodies.
  • Demonstrated success in regulatory interactions with CARB, AQMD, and similar agencies.
  • Timely submission of reports and compliance documentation.
  • Experience in handling and interpreting complex technical data.
  • Motivated to enhance knowledge and expertise in fleet modernization compliance.
  • Experience with California regulatory compliance is essential.

Job Requirements:

  • Bachelor's degree in Engineering, Urban Planning, Project Management, Public Policy/Administration, or a related technical field from an accredited institution (minimum GPA of 3.0).
  • In-depth knowledge of mobile source compliance regulations.
  • Ability to work collaboratively within a team, manage multiple projects, prioritize tasks, and operate efficiently.
  • Willingness to share technical knowledge and expertise with clients and colleagues.
  • Exceptional oral and written communication skills.
  • Experience in conflict resolution and crisis management.
  • Proven ability to analyze, interpret, and apply regulations to develop practical solutions.

Preferred Qualifications:

  • Familiarity with various CARB fleet regulations and the ability to navigate their applicability and exemptions.
  • Interest in training team members and clients on compliance strategies.
  • Experience with funding and incentive programs related to fleet modernization.
  • Knowledge of Port-specific regulations and requirements.
