Position Overview:

This role is responsible for overseeing and managing capital improvement construction initiatives, which encompass maintenance, repairs, and renovations of County infrastructure. This includes both individual projects and ongoing annual initiatives for the Engineering Department.

Experience Requirements:

A minimum of seven (7) years of professional experience in Architecture under a licensed architect is preferred, or an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this position.

Educational Qualifications:

A Bachelor's degree in Architecture from an accredited institution is required.

Licenses and Certifications:

  • Possession of a valid driver's license is mandatory.
  • A pre-employment criminal background check will be conducted.
  • Must hold an Architecture license through NCARB – Level III.

Key Responsibilities:

  • Act as a Project Manager and Designer based on experience and the level of oversight required from senior staff.
  • Oversee design consultants and ensure quality control of plans and specifications. Monitor contractor work to ensure compliance with contract documents.
  • Maintain project files and records to document significant activities; prepare regular progress reports on ongoing projects.
  • Serve as a liaison between County departments, regulatory agencies, and contractors.
  • Prepare and manage project budgets; approve invoices for payment processing.
  • Conduct design and site plan reviews.
  • Perform quality control inspections in the field and review inspector reports; coordinate survey crew activities as necessary.
  • Provide customer service by addressing inquiries and ensuring appropriate follow-through.
  • Communicate project progress and quality during construction, including issuing stop work orders or corrective actions as needed.
  • Participate in project status meetings with contractors and ensure completion of closeout documents.
  • Assist in grant applications for funding of capital projects.
  • Utilize GIS/modeling programs for accurate reporting and record-keeping.
  • Advise on design standards and ordinance requirements during project planning and pre-construction meetings.

Additional Duties:

  • Plan, design, and coordinate assigned capital improvement and municipal design projects.
  • Document existing structures through measurement and photography to create plans.
  • Assess existing structures to identify needs for repair or replacement.
  • Complete programming for renovations and new construction projects.
  • Review and produce schematic design options in collaboration with County Departments.
  • Manage the Design Development phase and issue construction drawings for in-house projects.
  • Prepare a Project Manual that includes bidding requirements and technical specifications.
  • Assist in the preparation of construction cost estimates and bid documents.
  • Manage contracts with external firms and conduct pre-bid and pre-construction meetings.
  • Ensure contractors adhere to project specifications and timelines.
  • Provide expert advice on proposed projects and maintain communication with relevant stakeholders.
  • Keep senior management informed of significant developments in project areas.
  • Review plans and documentation for development approval.
  • Provide updates to County officials and the public regarding project status.

Knowledge, Skills, and Abilities:

  • Understanding of construction techniques and architectural design principles.
  • Familiarity with legal processes related to land development.
  • Experience with project facilitation and contract execution.
  • Proficiency in architectural design software such as AutoCAD and Adobe Pro.
  • Knowledge of local government operations and community dynamics.
  • Ability to analyze complex information and recommend solutions.
  • Strong organizational and time management skills.

Physical and Mental Requirements:

  • Ability to exert up to 50 pounds of force occasionally; regular sitting and standing required.
  • Mobility over uneven terrain and ability to work in various environmental conditions.
  • Specific vision abilities required for detailed work and computer usage.
  • Vocal communication skills necessary for effective interaction.
  • Ability to recognize and address occupational hazards.
