Position Overview:

This role is responsible for the management and supervision of capital improvement construction initiatives, which encompass maintenance, repairs, and renovations of municipal infrastructure. This includes both individual projects and ongoing annual initiatives for the Engineering Department.

Required Experience:

A minimum of seven (7) years of professional experience in Architecture under a licensed architect is preferred, or an equivalent combination of education, training, and experience that equips the candidate with the necessary knowledge, skills, and abilities for this position.

Educational Background:

A Bachelor's degree in Architecture from an accredited institution is required.

Licenses and Certifications:

  • Possession of a valid driver's license is mandatory.
  • A criminal background check will be conducted prior to employment.
  • Licensure in Architecture through NCARB at Level III is required.

Key Responsibilities:

  • Oversee project management and design tasks, collaborating closely with the Senior Architect and/or Chief County Engineer as necessary.
  • Manage design consultants and ensure the quality control of plans and specifications. Monitor contractor work to confirm adherence to contract documents.
  • Maintain comprehensive project files and records to document significant activities; prepare regular progress reports.
  • Act as a liaison between various County departments, regulatory agencies, and contractors regarding project-related matters.
  • Prepare and oversee project budgets; manage purchase orders and approve invoices for payment processing.
  • Conduct design and site plan reviews.
  • Perform quality control inspections in the field and approve daily reports from inspectors; coordinate survey crew activities as needed.
  • Provide customer service by addressing inquiries, offering information, and ensuring proper follow-through.
  • Communicate effectively regarding project progress and quality during construction, including issuing stop work orders or corrective actions when necessary.
  • Participate in project status meetings with contractors and County representatives, ensuring project completion and documentation.
  • Assist in the application for grants to support capital projects.
  • Utilize GIS/modeling programs for accurate data reporting and record-keeping.
  • Serve as a resource for design standards and ordinance requirements during project planning and pre-construction meetings.

Additional Duties:

  • Plan, design, organize, and oversee assigned municipal design projects.
  • Facilitate project meetings and maintain documentation.
  • Document existing structures through measurements and photographs to create accurate plans.
  • Assess existing structures to identify needs for replacement or repair.
  • Conduct programming for renovations and new construction projects.
  • Develop and review design concepts and schematic options with relevant County Departments.
  • Complete the Design Development phase for selected plans and issue construction drawings as the Architect of Record for smaller projects.
  • Prepare project manuals, including bidding requirements and technical specifications.
  • Assist in preparing construction cost estimates and bid documents.
  • Manage contracts with external firms and conduct pre-bid and pre-construction meetings.
  • Ensure compliance with project specifications, cost control, and timelines.
  • Engage with contractors and supervisory personnel to discuss work procedures and resolve issues.
  • Provide expert advice to clarify project specifications.
  • Keep the Chief County Engineer and/or Senior Architect informed of significant developments.
  • Review plans and documentation for development review and permitting approval.
  • Provide updates and respond to inquiries from County officials and the public regarding project status.

Supervisory Relationships:

This position reports directly to the Senior Architect.

Knowledge, Skills, and Abilities:

  • In-depth knowledge of construction techniques, inspections, and architectural design principles.
  • Familiarity with legal processes related to land development and municipal project facilitation.
  • Proficiency in architectural design software such as AutoCAD and Adobe Pro.
  • Strong project management skills, including budgeting and coordination.
  • Ability to analyze complex information and recommend solutions.

Physical and Mental Requirements:

  • This position may require the occasional lifting of up to 50 pounds and involves various physical activities.
  • Work may be performed in diverse environments, including office settings and outdoor sites.
  • Visual acuity and effective communication skills are essential for this role.
