Position Overview:

This role entails the management and supervision of capital enhancement construction initiatives, encompassing maintenance, repairs, and renovations of municipal infrastructure. Responsibilities include overseeing individual projects as well as recurring annual assignments for the Engineering Division.

Experience Requirements:

A minimum of seven (7) years of professional experience in Architecture under a licensed practitioner is preferred, or an equivalent combination of education, training, and experience that equips the candidate with the necessary knowledge, skills, and abilities for this position.

Educational Qualifications:

A Bachelor's degree from an accredited institution in Architecture is required.

Licenses and Certifications:

  • Possession of a valid driver's license is mandatory.
  • A pre-employment criminal background check is a prerequisite.
  • NCARB License in Architecture – Level III is required.

Key Responsibilities:

  • Assume a role in Project Management and Design based on experience and guidance from the Senior Architect and/or Chief County Engineer.
  • Oversee design consultants and ensure the review and quality control of plans and specifications. Monitor contractor performance to confirm adherence to contract documents.
  • Maintain and update project files and records to document significant activities; prepare weekly and monthly progress reports on ongoing tasks.
  • Act as a liaison to other County departments, regulatory bodies, and contractors regarding projects.
  • Prepare and manage project budgets; approve purchase orders and process project invoices for payment.
  • Conduct design reviews and site plan evaluations.
  • Perform quality control inspections in the field and approve daily reports from inspectors; coordinate the work of survey teams as necessary.
  • Provide customer service by addressing inquiries, supplying information, and ensuring appropriate follow-through.
  • Communicate progress and quality of work during construction, including issuing stop work orders and corrective actions as needed.
  • Participate in project status meetings with County and Contractor representatives. Ensure project completion and finalize closeout documentation.
  • Assist in the application for grants to support Capital projects.
  • Utilize the County's GIS/modeling programs for accurate reporting and record-keeping.
  • Serve as a resource for communicating design standards and ordinance requirements during project planning and pre-construction meetings.

Additional Duties:

  • Plan, design, organize, coordinate, and oversee assigned capital improvement and municipal design projects.
  • Act as project liaison, managing meetings, communications, and documentation.
  • Document existing structures through measurement and photography to create plans where none exist.
  • Assess existing structures to identify needs for replacement or repair of defective conditions.
  • Complete programming for renovations and new construction projects designed in-house.
  • Produce and review concepts and Schematic Design options with relevant County Departments for both in-house and consultant-led projects.
  • Complete the Design Development phase of selected Schematic plans and issue Construction drawings as the Architect of Record for small renovations and new construction projects designed in-house.
  • Prepare a Project Manual that includes bidding requirements and technical specifications for in-house designs and bidding sheets for consultant-led projects.
  • Assist in preparing construction cost estimates.
  • Prepare plans and all bid documents related to these projects, coordinating with other agencies to meet schedules and budgets.
  • Support the development of requests for proposals, bids, and quotes.
  • Manage and execute contracts with external firms.
  • Conduct pre-bid and pre-construction conferences to ensure a thorough understanding of proposed construction programs.
  • Ensure contractors adhere to project specifications, cost control, and timelines.
  • Engage with contractors, subcontractors, and supervisory personnel to discuss work procedures and resolve issues.
  • Provide expert advice to ensure a clear understanding of proposed projects.
  • May present before committees or the Commission on specific matters or to clarify construction projects.
  • Keep the Chief County Engineer and/or Senior Architect informed of significant developments to ensure prompt resolution of issues.
  • Assist in reviewing concept plans, preliminary plans, construction plans, and other documentation for development review and permitting approval.
  • Provide project updates and communications to stakeholders, including County officials and the public, and respond to inquiries regarding project status.

Fiscal Responsibilities:

This position does not entail fiscal responsibilities.

Supervisory Relationships:

This position reports to the Senior Architect.

  • Construction techniques, inspections, and design principles related to modern and historical structures.
  • Legal processes related to land development issues.
  • Municipal project facilitation and contract execution for environmental and infrastructure projects.
  • Architectural design software such as AutoCAD, BlueBeam, and Adobe Pro.
  • Architectural design principles and practices.
  • Local government operations and administration.
  • Community dynamics and intergovernmental relations.
  • Project Management principles, including planning, budgeting, and evaluation.
  • Labor contracts and negotiation principles.
  • Budgeting and fiscal management practices.

Physical and Mental Requirements:

  • This role may require the occasional exertion of up to 50 pounds of force; regular sitting, frequent standing, and mobility over uneven terrain.
  • Work may involve heights and underground spaces.
  • Specific vision abilities required include close, distance, and peripheral vision.
  • Vocal communication is necessary for expressing ideas verbally.
  • Work is typically in a quiet office setting and may involve exposure to loud noises and adverse environmental conditions.
