Required Experience:

A minimum of seven (7) years of professional experience in Architecture under a licensed architect is preferred, or an equivalent combination of education, training, and experience that equips the candidate with the necessary knowledge, skills, and abilities for this position.

Educational Requirements:

A Bachelor’s degree from an accredited institution in Architecture.

Certifications and Licenses:

  • Possession of a valid driver’s license is mandatory.
  • A pre-employment criminal background check is required.
  • Licensure in Architecture through NCARB Level III is necessary.

Key Responsibilities:

  • Will engage in Project Management and Design roles based on experience and guidance required from the Senior Architect and/or Chief County Engineer.
  • Oversees design consultants and ensures the review and quality assurance of plans and specifications. Monitors contractor performance to guarantee adherence to contract plans, scope, and specifications.
  • Maintains and updates project documentation to record significant activities; prepares weekly and monthly progress reports on ongoing tasks.
  • Acts as a liaison to other County departments, regulatory bodies, and contractors concerning projects.
  • Prepares and manages project budgets; processes purchase orders and approves project invoices for payment.
  • Conducts design evaluations and site plan assessments.
  • Performs quality control inspections in the field and approves daily reports from inspectors; coordinates the work of survey teams as necessary.
  • Provides customer service by addressing inquiries, supplying information, making referrals, and ensuring appropriate follow-through and resolution.
  • Communicates the progress and quality of work during construction, including issuing stop work orders or corrective actions if contractors do not comply with specifications.
  • Participates in project status meetings with County and Contractor representatives. Ensures project completion and finalizes closeout documentation.
  • Assists in seeking or applying for grants to support Capital projects.
  • Retrieves, reviews, or modifies data within the County’s GIS/modeling systems for accurate reporting and record-keeping.
  • Serves as a resource for communicating design standards and ordinance requirements during project planning meetings, pre-construction meetings, or other communications with architects, engineers, consultants, developers, residents, and technicians.

Responsibilities will be assigned based on skill and experience level.

  • Plans, designs, organizes, coordinates, and supervises assigned capital improvement, facilities, systems, and other municipal design projects.
  • Acts as project liaison, managing meetings, communications, and documentation.
  • Documents existing structures through measurement and photography to create plans where none exist.
  • Investigates existing structures to assess needs for replacement or repair of defective conditions.
  • Completes programming for proposed area needs related to renovations and new construction projects designed in-house.
  • Produces and reviews design concepts and Schematic Design options with relevant County Departments for in-house or consultant-led projects.
  • Completes the Design Development phase of selected Schematic plans and proceeds to issue Construction drawings as the Architect of Record for small renovations and new construction projects designed in-house.
  • Prepares and issues a Project Manual that includes bidding requirements and technical specifications for in-house designs, along with bidding sheets for consultant-led projects.
  • Participates in the preparation of construction cost estimates.
  • Prepares plans and all bid documents related to these projects, coordinating with other agencies to meet appropriate schedules and budgets.
  • Assists in developing requests for proposals, bids, and quotes.
  • Manages and executes contracts with external firms.
  • Conducts pre-bid and pre-construction meetings to ensure comprehensive understanding of proposed construction programs and smooth scheduling of work for timely completion.
  • Ensures contractors adhere to project specifications, cost control, and timelines.
  • Consults with contractors, subcontractors, and supervisory personnel to discuss work procedures, concerns, and construction matters.
  • Provides expert advice and descriptions to ensure clarity regarding proposed projects.
  • May present before committees or the Commission on specific matters or to clarify construction projects.
  • Keeps the Chief County Engineer and/or the Senior Architect informed of significant developments in areas of responsibility to ensure prompt resolution of issues and a thorough understanding of the construction program.
  • Assists in reviewing concept plans, preliminary plans, construction plans, plats, or other supporting documentation for development review and permitting approval.
  • Provides project updates and communications to stakeholders such as County officials, other local governments, and the general public, and responds to inquiries regarding project status.

Fiscal Responsibilities:

This position does not entail fiscal responsibilities.

Supervisory Relationships:

This position reports to the Senior Architect.

Qualifications - Knowledge, Skills, and Abilities:

Knowledge of:

  • Construction techniques, inspections, and fundamental design principles related to both modern and historical building structures.
  • Legal processes involved in encroachments, land acquisitions, and other land development issues.
  • Municipal project facilitation, coordination, and contract execution related to environmental and infrastructure projects.
  • Architectural design software, including AutoCAD, BlueBeam, Adobe Pro, Google Sketch Up, and other relevant tools.
  • Architectural design principles and practices.
  • Local government operations and administration.
  • Community dynamics, including intergovernmental relations, civic organizations, and special interest groups.
  • Project Management principles and practices, including program planning, contract requirements, budgeting, direction, coordination, and evaluation.
  • Principles, procedures, and techniques of labor contracts and negotiations.
  • Principles and practices of budgeting, fiscal management, and project management techniques.

Skills in:

Physical and Mental Requirements/Activities:

  • This role may require occasional exertion of up to 50 pounds of force; regular sitting, frequent standing, speaking or hearing, using hands for various tasks, and repetitive motions, as well as walking on uneven terrain, stooping, kneeling, crouching, crawling, climbing stairs and ladders, and reaching with hands and arms.
  • Work may involve mobility over rough or difficult terrain and may be performed above or below ground, including heights over 10 feet and underground crawl spaces.
