Experience Requirements:

A minimum of seven (7) years of professional experience in Architecture under a licensed architect is preferred, or an equivalent combination of education, training, and experience that equips the candidate with the necessary knowledge, skills, and abilities for this role.

Educational Background:

A Bachelor's degree in Architecture from an accredited institution is required.

Licenses and Certifications:

  • Possession of a valid driver's license is mandatory.
  • A pre-employment criminal background check will be conducted.
  • Must hold an Architecture license through NCARB – Level III.

Key Responsibilities:

  • Act as a Project Manager and Designer, collaborating with the Senior Architect and/or Chief County Engineer based on experience and oversight requirements.
  • Manage design consultants and ensure quality control of plans and specifications, while overseeing contractor work to ensure compliance with contract documents.
  • Maintain project files and records to document significant activities; prepare weekly and monthly progress reports.
  • Serve as a liaison to various County departments, regulatory agencies, and contractors regarding project-related matters.
  • Prepare and monitor project budgets; review purchase orders and approve invoices for payment processing.
  • Conduct design and site plan reviews.
  • Perform quality control inspections in the field and approve daily reports from inspectors; coordinate survey crew schedules as necessary.
  • Provide customer service by addressing inquiries, offering information, and ensuring proper follow-through and resolution.
  • Communicate progress and quality of work during construction, including issuing stop work orders or corrective actions as needed.
  • Participate in project status meetings with County officials and contractors, ensuring project completion and managing closeout documentation.
  • Assist in grant applications to secure funding for capital projects.
  • Utilize the County's GIS/modeling programs for accurate data reporting and record-keeping.
  • Serve as a resource for design standards and ordinance requirements during project planning and pre-construction meetings.

Project Management Duties:

  • Plan, design, organize, coordinate, and oversee assigned capital improvement and municipal design projects.
  • Facilitate project meetings, communications, and documentation.
  • Document existing structures through measurement and photography to create accurate plans.
  • Assess existing structures to identify needs for replacement or repair.
  • Complete programming for renovation and new construction projects.
  • Develop and review concepts and schematic designs with relevant County Departments.
  • Advance selected schematic plans to the Design Development phase and issue construction drawings for in-house projects.
  • Prepare a Project Manual that includes bidding requirements and technical specifications.
  • Assist in preparing construction cost estimates and bid documents.
  • Manage contracts with external firms and conduct pre-bid and pre-construction conferences.
  • Ensure contractor compliance with project specifications, cost control, and timelines.
  • Engage with contractors and supervisory personnel to discuss work procedures and resolve issues.
  • Provide expert advice to clarify project details.
  • Keep senior management informed of significant developments and assist in resolving issues promptly.
  • Review plans and documentation for development review and permitting approval.
  • Communicate project updates to stakeholders, including County officials and the public.

Qualifications:

Knowledge:

  • Understanding of construction techniques, inspections, and design principles for modern and historical structures.
  • Familiarity with legal processes related to land development.
  • Knowledge of municipal project facilitation and contract execution.
  • Proficiency in architectural design software such as AutoCAD and BlueBeam.
  • Awareness of local government operations and community dynamics.
  • Expertise in project management principles and practices.
