Senior Architectural Project Manager

Position Overview:
This role is responsible for the management and oversight of capital improvement construction initiatives, encompassing maintenance, repairs, and renovations of County infrastructure. The position entails handling both individual projects and recurring annual assignments for the Engineering Department.
Experience Requirements:
A minimum of seven (7) years of professional experience in Architecture under a licensed practitioner is preferred, or an equivalent combination of education, training, and experience that equips the candidate with the necessary knowledge, skills, and abilities for this role.
Educational Background:
A Bachelor's degree in Architecture from an accredited institution is required.
Certifications and Licenses:
- Possession of a valid driver's license is mandatory.
- A pre-employment criminal background check will be conducted.
- Must hold an Architecture license through NCARB – Level III.
Key Responsibilities:
- Act as a Project Manager and Designer, depending on experience and the level of oversight required from senior staff.
- Manage design consultants and ensure the review and quality control of plans and specifications. Supervise contractors to confirm adherence to contract plans and specifications.
- Maintain and update project documentation and records to track significant activities; prepare weekly and monthly progress reports.
- Serve as a liaison to various County departments, regulatory bodies, and contractors regarding project matters.
- Prepare and oversee project budgets; process purchase orders and approve invoices for payment.
- Conduct design and site plan reviews.
- Perform quality control inspections in the field and approve daily reports from inspectors; coordinate the work of survey crews as necessary.
- Provide customer service by addressing inquiries, offering information, and ensuring appropriate follow-through.
- Communicate project progress and quality during construction, including issuing stop work orders or corrective actions as needed.
- Participate in project status meetings with contractors and ensure completion of final project documentation.
- Assist in seeking grants to support Capital project funding.
- Utilize the County's GIS/modeling programs for accurate data reporting and record-keeping.
- Act as a resource for design standards and ordinance requirements during project planning and pre-construction meetings.
Additional Duties:
- Plan, design, organize, coordinate, and oversee assigned capital improvement and municipal design projects.
- Facilitate project meetings and maintain documentation.
- Document existing structures through measurement and photography to create accurate plans.
- Assess existing structures to identify needs for repair or replacement.
- Conduct programming for renovations and new construction projects.
- Produce and review design concepts and schematic options with relevant County Departments.
- Complete the Design Development phase for selected plans and issue construction drawings as the Architect of Record for smaller projects.
- Prepare a Project Manual that includes bidding requirements and technical specifications.
- Assist in developing requests for proposals, bids, and quotes.
- Manage contracts with external firms.
- Conduct pre-bid and pre-construction meetings to ensure clarity in project execution.
- Ensure contractors comply with project specifications and timelines.
- Engage with contractors and supervisory personnel to discuss work procedures and address concerns.
- Provide expert advice to ensure understanding of project requirements.
- Keep senior management informed of significant developments in project areas.
- Review concept plans and other documentation for development approval.
- Provide updates and communicate with stakeholders regarding project status.
Fiscal Responsibilities:
This position does not entail fiscal responsibilities.
Supervisory Relationships:
This role reports to the Senior Architect.
Qualifications – Knowledge, Skills, and Abilities:
Knowledge:
- Construction techniques and inspection methods related to modern and historical structures.
- Legal processes regarding land development and acquisitions.
- Municipal project facilitation and contract execution.
- Architectural design software, including AutoCAD and others beneficial to the department.
- Principles of architectural design and local government operations.
- Project management principles, including planning, budgeting, and evaluation.
Skills:
- Identifying and resolving technical and operational issues.
- Analyzing complex information and recommending solutions.
- Organizational skills to manage a high volume of work efficiently.
Abilities:
- Perform detailed work independently and accurately.
- Maintain composure in stressful situations.
- Establish and maintain effective working relationships.
- Communicate effectively in both written and verbal forms.
Physical and Mental Requirements:
- This position may require lifting up to 50 pounds and involves various physical activities.
- Work may occur in diverse environments, including outdoor settings and construction sites.
- Specific vision abilities are necessary for this role, including close and distance vision.
