Position Overview:

This role is responsible for the management and oversight of capital improvement construction initiatives, which encompass maintenance, repairs, and renovations of County infrastructure. This includes both individual projects and recurring annual assignments for the Engineering Department.

Experience Requirements:

A minimum of seven (7) years of professional experience in Architecture under a licensed practitioner is preferred, or an equivalent combination of education, training, and experience that provides the necessary knowledge, skills, and abilities for this position.

Educational Qualifications:

A Bachelor's degree in Architecture from an accredited institution is required.

Certifications and Licenses:

  • Possession of a valid driver's license is mandatory.
  • A pre-employment criminal background check is a prerequisite.
  • Licensure in Architecture through NCARB – Level III is required.

Key Responsibilities:

  • Engage in project management and design activities based on experience and guidance from senior architects.
  • Oversee design consultants and ensure the quality control of plans and specifications. Monitor contractor performance to confirm adherence to contract documents.
  • Maintain and update project files and records to document significant activities; prepare regular progress reports.
  • Act as a liaison with other County departments, regulatory agencies, and contractors regarding project-related matters.
  • Prepare and oversee project budgets; manage purchase orders and approve invoices for payment processing.
  • Conduct design and site plan reviews.
  • Perform quality control inspections in the field and approve daily reports from inspectors; coordinate the work of survey crews as necessary.
  • Provide customer service by addressing inquiries, supplying information, and ensuring proper follow-through.
  • Communicate project progress and quality during construction, including issuing stop work orders or corrective actions as needed.
  • Participate in project status meetings with County officials and contractors, ensuring completion of final project documentation.
  • Assist in grant applications to secure funding for capital projects.
  • Utilize GIS/modeling programs for accurate data reporting and record-keeping.
  • Serve as a resource for design standards and ordinance requirements during project planning and pre-construction meetings.

Additional Duties:

  • Plan, design, organize, coordinate, and oversee assigned capital improvement and municipal design projects.
  • Document existing structures through measurements and photographs to create plans where none exist.
  • Assess existing structures to identify needs for replacement or repair of deficiencies.
  • Complete programming for renovations and new construction projects that may be designed in-house.
  • Produce and review design concepts and schematic options with relevant County Departments.
  • Advance selected schematic plans to the Design Development phase and issue construction drawings as the Architect of Record for in-house projects.
  • Prepare a Project Manual that includes bidding requirements and technical specifications for in-house designs.
  • Assist in the preparation of construction cost estimates and bid documents.
  • Manage contracts with external firms and conduct pre-bid and pre-construction meetings.
  • Ensure contractors comply with project specifications, budget constraints, and timelines.
  • Facilitate discussions with contractors and supervisory personnel regarding work procedures and construction issues.
  • Provide expert advice to clarify project details and requirements.
  • Keep senior management informed of significant developments in project areas to ensure timely problem resolution.
  • Review plans and documentation for development review and permitting approval.
  • Deliver project updates to stakeholders, including County officials and the public, and respond to inquiries regarding project status.

Supervisory Relationships:

This position reports to the Senior Architect.

Knowledge, Skills, and Abilities:

  • Understanding of construction techniques, inspections, and design principles for modern and historical structures.
  • Familiarity with legal processes related to land development and environmental projects.
  • Proficiency in architectural design software, including AutoCAD and others beneficial to the department.
  • Knowledge of local government operations and community dynamics.
  • Expertise in project management principles, including planning, budgeting, and evaluation.

Physical and Mental Requirements:

  • This role may require occasional exertion of up to 50 pounds and involves various physical activities, including walking on uneven terrain and climbing.
  • Work may be performed in diverse environments, including office settings and field locations with varying conditions.
  • Specific vision abilities are necessary for this position, including close and distance vision.
