Position Overview

Base-2 Solutions, LLC is seeking a highly skilled Test Engineer Level 3 to join our dynamic team. This role involves comprehensive responsibilities in the testing and evaluation domain, ensuring the integrity and performance of systems through rigorous analysis and assessment.

Key Responsibilities
  • Support Level 1 tasks based on technical expertise and prior testing experience.
  • Conduct in-depth research and apply government testing and evaluation principles to facilitate T&E activities.
  • Plan and execute performance assessments to ensure alignment with decision-making needs.
  • Identify and analyze performance risk areas to enhance T&E planning.
  • Specify and validate modeling and simulation techniques for effective T&E application.
  • Utilize statistical analysis to evaluate performance variations and establish confidence in performance metrics.
  • Select and develop analytical tools to support testing initiatives.
  • Implement the evaluation strategy based on data gathered from testing activities.
  • Coordinate data collection efforts at both program and event levels to synchronize T&E activities with critical decision points.
  • Establish and maintain data and configuration management systems.
  • Support data authentication functions and adhere to discrepancy reporting standards.
  • Evaluate operational and system performance requirements to prioritize T&E objectives.
  • Collaborate with systems engineering teams to leverage functional analysis and inform evaluation strategies.
  • Assess operational environments for effective scenario selection and user engagement in T&E.
  • Design surveys to gather insights from subject matter experts and user evaluations.
  • Participate in integrated product teams to coordinate evaluation plans.
  • Produce comprehensive evaluation and analysis plans, including risk assessments and status reports.
  • Develop data sampling strategies to optimize information gathering while managing testing uncertainties.
  • Ensure readiness for testing events, including participant training and compliance with security and privacy regulations.
  • Oversee testing and data collection in accordance with established plans.
  • Provide technical guidance to junior team members on Level 1 tasks.
  • Maintain awareness of evolving standards relevant to system development.
  • Act as the primary liaison for contract coordination and task execution.
  • Communicate effectively with stakeholders regarding issues and solutions.
  • Manage T&E resources and ensure quality assurance throughout testing processes.
  • Drive innovation in response to program changes and evolving testing requirements.
Qualifications
  • A minimum of eight years of experience in testing and evaluation within similar programs.
  • A bachelor's degree in a relevant field such as Math, Science, Engineering, or Statistics.
  • Additional experience may substitute for formal education.
Required Skills
  • Proven experience in executing testing and data collection plans.
  • Ability to produce detailed test plans and documentation.
  • Experience in Agile software development environments.
  • Proficiency in generating technical documentation.
  • Familiarity with tools such as Jira and Confluence.
