Position Overview

QinetiQ U.S. is in search of a Congressional Affairs Subject Matter Expert tasked with orchestrating and executing congressional outreach initiatives for a federal government client with a law enforcement focus. The ideal candidate will possess extensive prior experience working with a Member of the U.S. Congress or a related committee. Key responsibilities encompass the development and management of engagement strategies with congressional stakeholders, as well as the creation and presentation of a diverse array of briefing documents and official communications.

Key Responsibilities

  • Design and execute strategic congressional engagement strategies aligned with executive leadership objectives.
  • Offer high-level advisory and legislative support across various activities, including interpreting congressional directives, drafting testimonies, and preparing presentations for senior officials.
  • Assist in fulfilling agency program and policy requirements related to the congressional authorization and appropriations process.
  • Establish and nurture collaborative relationships with subject matter experts and agency leadership.
  • Evaluate legislative proposals and proceedings, providing insights on their implications for agency initiatives.
  • Effectively communicate complex and technical mission-related policies and programs using clear and concise language.
  • Thrive in a dynamic environment, focusing on capturing both short- and long-term strategic policy objectives.
  • Identify opportunities to introduce QinetiQ solutions that address current and anticipated client challenges.

Required Qualifications

  • A minimum of six years of professional experience and a Bachelor's degree or higher.
  • At least three years of experience as a professional staff member or in a senior role for the U.S. House of Representatives or U.S. Senate.
  • Background in federal management consulting, national security, strategic communications, congressional engagement, immigration policy, law, or a related discipline.
  • Strong grasp of the federal budget process and the ability to provide clear and concise analysis.
  • Experience in developing legislative solutions related to national security or law enforcement.
  • Proven ability to navigate and resolve conflicts in high-pressure situations.
  • Demonstrated skills in fostering a collaborative and positive team environment, working alongside colleagues of varying expertise.
  • Exceptional organizational, interpersonal, verbal, and written communication skills with meticulous attention to detail.
  • Capacity to work independently while maintaining a strong desire for continuous learning.
  • Eligibility to obtain and maintain a security clearance from the U.S. government.
  • Submission of a writing sample will be required.
