We are currently seeking a qualified Manager of Instrumentation and Control Engineering to become part of our dynamic team.


The I&C Manager will oversee the engineering discipline to fulfill all client and project requirements concerning scope, scheduling, and budgets, under the supervision of the Engineering Manager.


Key Responsibilities:
• Develop comprehensive discipline scope of work and schedule for engineering efforts, aligned with project timelines and objectives.
• Establish and manage schedules and budgets to meet project demands, securing approval from the Engineering Manager.
• Ensure technical coordination (with Discipline Chief Engineer, if applicable) under the guidance of the Engineering Manager to comply with industry codes, regulatory standards, and sound engineering practices.
• Supervise performance management of discipline engineers within the department.
• Coordinate engineering activities across disciplines on the project.
• Maintain engineering documentation and records; oversee the preparation of regular reports and forecasts on the status of discipline engineering for projects, submitting them to the project manager and Engineering Manager.
• Organize, lead, and document engineering meetings involving Project Management, clients, vendors, and other engineering teams.
• Foster the technical and managerial growth of team members.
• Serve as a liaison between discipline engineers and the Engineering Manager, Project Manager regarding project scope, budget, scheduling, and overall engineering and design requirements.
• Ensure the overall technical quality of the department.
• Maintain adequate staffing levels within the department to meet project needs.
• Prepare estimates for engineering man-hours and assist in proposal preparations.
• Act as a working manager, leading projects and project teams.


Qualifications:
• Extensive experience in designing instrumentation and control systems for chemical, refining, petrochemical, and specialty chemical facilities, including the preparation of instrument specifications, loop sheets, and wiring diagrams.
• Strong background in PLC and DCS systems such as Allen Bradley, Emerson-Delta V, Yokogawa, Honeywell, etc., including the development of architectural network diagrams and control equipment specifications.
• Proficient in detailed design, PID development, instrumentation and control equipment specifications, datasheets, PLC control programming, and HMI development.
• Familiarity with NFPA/70-NEC, IEC, ISA, and other relevant industry codes and standards regarding design requirements.
• Excellent written and verbal communication skills.
• Proven ability to work independently and collaboratively within a team.
• Knowledge of digital and analog control systems for regulatory and supervisory process control design, development of control philosophy, and coordination of work among other disciplines and instrumentation departments.
• Experience in preparing work-hour (engineering) estimates, installed cost estimates, budgeting, scheduling, controlling, and reporting on instrument and control design progress to ensure efficient project execution.
• Strong skills in coordinating with clients on instrument specifications and control philosophy issues related to P&ID diagrams, control systems design, and wiring of distributed control systems and programmable controllers.
• Expertise in supervising engineering and design personnel assigned to projects, manpower planning, and scheduling of engineering activities.
• Ability to act as a working engineer and design discipline leader, providing technical guidance and quality checks on the design team's output.
• Experience liaising with plant and construction team members for ongoing domestic and international projects.
• Capability to coordinate with local authorities on compliance with local regulations and permit approvals.
• Willingness to travel to job sites as required.
• Prior fieldwork experience is advantageous.


Other Requirements:
• Bachelor of Science in an appropriate engineering discipline from an accredited college or university or equivalent education.
• Registered Professional Engineer (PE) is required.
• 15 to 20 years of engineering experience.
• 5 or more years of supervisory and people management experience.
