Key Responsibilities:
Conduct comprehensive costing analyses within the University, focusing on areas such as fringe rate formulation and assessment, as well as Unique Service Providers (USPs).

Establish foundational principles for costing across the institution to equip senior management with data-driven insights for informed decision-making while adhering to regulatory standards for rate formulation.

Supervise the creation and upkeep of intricate costing frameworks that allocate expenses based on relevant metrics, ensuring alignment of allocations with cost drivers.

Formulate standards and protocols for the direct assignment of expenses, cost allocation, and the billing of internal services.

Utilize sound judgment to attain accurate costing, weighing the cost advantages of various methodologies against the compliance needs of departmental users and the interpretative capabilities of decision-makers.

Plan and oversee initiatives related to the development and structuring of the University's cost allocation framework, including the analysis of both internal and external service costs, as well as the formulation of the federal Facilities and Administrative (F&A) rate and fringe rates.

Compile annual financial reports and analyses for the University's fringe benefit pool.

Generate external documentation pertinent to cost accounting and audit activities, ensuring timely and precise submissions in accordance with applicable regulations.

Lead or engage in special projects as required.
Conduct financial modeling, forecasting, and establish internal controls for both Unique Service Providers and external service entities.
Ensure compliance of Unique Service Providers by evaluating rate development methodologies in accordance with federal costing regulations and institutional policies.
Facilitate and support university-wide training sessions for departmental business administrators regarding service provider rates.
Design and implement monitoring strategies for service providers to guarantee adherence to federal regulations and institutional policies.
Coordinate the annual registration and rate submission process for service providers.
Continuously enhance costing-related processes by gathering stakeholder feedback and executing improvements to boost efficiency.
Offer guidance on internal and operational financial controls to university business units.
Translate departmental financial strategies into actionable goals.
Analyze and consolidate information to create accurate and timely reports.
Establish, implement, and maintain robust internal controls in designated areas.
Oversee staff as necessary, providing outreach, training, and corrective measures.
Deliver exceptional service that fosters strong working relationships and effectively communicates information.

Preferred Qualifications:


Extensive knowledge of the Uniform Guidance (OMB Circular A-81) and sponsor policies, including those from NIH, NSF, and DOD is highly desirable.

A Bachelor's degree in Accounting, Business, Economics, or Finance, accompanied by six years of relevant experience or an equivalent combination of advanced education and experience.
