Opportunity and Impact

The Program Manager plays a pivotal role in the comprehensive oversight of various contracts, encompassing diverse project types. This position acts as the primary client liaison for a designated market or client, managing open-ended, IDIQ (Indefinite Delivery Indefinite Quantity), or MSA (Master Services Agreement) contracts, while supervising multiple Project Managers. The Program Manager is accountable for project oversight, which includes design, communication, personnel management, budgeting, scheduling, quality assurance, business development, and client relationship management.

Key Responsibilities

  • Conducts planning and execution of work requiring independent judgment, evaluation, selection, and significant adaptation of established techniques and criteria.
  • Oversees large-scale clients/projects, including strategic accounts and complex, multi-departmental services generating revenue exceeding $2M; responsible for achieving project profitability.
  • Develops and monitors comprehensive client proposals, including drafting scopes, technical and pricing proposals, statements of interest, amendments, budgets, schedules, and identifying potential challenges.
  • Prepares reports for workload forecasting.
  • Ensures adherence to all environmental, survey, and regulatory requirements.
  • Possesses a thorough understanding of applicable Codes and Standards for project design.
  • Creates technical and pricing proposals, statements of interest, amendments, and schedules.
  • Promotes and supports quality assurance and quality control processes to enhance deliverable quality and minimize design errors.
  • Drafts, reviews, and coordinates contract agreements for projects, signing agreements within established parameters.
  • Identifies new market opportunities, develops leads, engages in business development activities, and explores new geographical areas.
  • Mentors, coaches, and inspires project team members and sub-consultants.
  • Guides and directs team members and staff; conducts annual performance evaluations and develops career advancement plans.
  • Manages project risks in alignment with company policies.

Requirements

  • Education: Bachelor's or Master's Degree in a relevant Engineering/Architectural field from an ABET or NAAB accredited institution, Landscape Architecture, or a related discipline.
  • Experience: A minimum of fifteen (15) years of relevant professional experience.
  • Licensure/Certification: Professional licensure such as PE, RA, PLA, PLS, or equivalent in the field of expertise is strongly preferred.

Preferred Qualifications

  • Advanced proficiency in MS Office, AutoCAD, MicroStation, Deltek Vision, etc. Ability to work independently and collaboratively within a project team, demonstrating strong leadership, interpersonal, and time management skills. Must interact professionally with clients, vendors, regulatory agencies, and other external stakeholders. Proficiency in public speaking, presentation creation, and delegation is essential.
