About the Role

We are seeking a highly skilled and experienced Director of Business Development to lead our efforts in identifying, qualifying, and pursuing new business opportunities within the Department of Homeland Security (DHS) with a focus on the Cyber Security and Infrastructure Security Agency (CISA).

Key Responsibilities
  • Develop and implement market strategies for the CISA account, leveraging deep understanding of DHS, CISA, and its partner agencies, including organizational structure, mission priorities, procurement practices, and competitive landscape.
  • Provide critical leadership across the new business capture life cycle, from opportunity identification, qualification, and win strategy development through the post-submission phases of the Enterprise Business Development Process.
  • Develop and implement campaign plans and strategies, maintaining a firm comprehension of customer requirements, understanding the strengths/weaknesses of our competitors, and developing/implementing winning strategies that highlight strengths and mitigate weaknesses.
  • Establish value-added teaming strategies based on gap analysis to improve PWIN and create a profitable return at a winning bid price enabling a reasonable EBIT.
  • Analyze markets for company products and services and recommend strategies to achieve marketing goals.
  • Perform business development services including networking and research to increase business and maintain a current knowledge base of opportunities.
  • Meet with current and potential clients to ascertain their requirements and apprise them of company capabilities.
  • Coordinate and exchange information and leads with GDIT managers and other personnel.
  • Develop proposals, solutions, plans of action, business plans, and marketing materials.
  • Present Opportunity Gate Reviews and participate in regular Pipeline Review discussions.
  • Maintain current awareness of relevant technologies to successfully meet client requirements.
  • Maintain a multi-year opportunity pipeline using enterprise data management and reporting tools.
  • Support the business development team in managing and tracking status of NDAs/TAs and subcontracts for strategic captures within the CISA account.
Requirements
  • High School Diploma and 14+ years of Growth and/or Operations experience in the federal market with a demonstrable track record of engagement and success within DHS, CISA, and the federal cybersecurity eco-system OR Bachelor's and 10+ years of related experience.
  • Exceptional internal and external communication and presentation skills with the ability to translate customer mission needs and requirements into business opportunities.
  • Proven track record of identifying and closing on new business opportunities in the DHS and CISA market and developing successful win strategies early in the capture life cycle.
  • Demonstrated knowledge and understanding of emergent mission priorities in the CISA mission and organizational environments.
  • Security Clearance Level: Top Secret (TS) clearance.
  • Proven leadership and management skills and demonstrated ability to build relationships, work as part of a highly dynamic team, and lead through influence at all levels of the organization.
Preferred Qualifications
  • Technical background with understanding of cybersecurity technologies, practices, and the cyber threat landscape, including threat hunt, CTI, cyber operations, and threat analytics.
  • Extensive understanding and prior support to relevant federal cybersecurity initiatives and familiarity with the cyber provider/partner eco-system. Familiarity with DHS and inter-agency strategies for executing the cybersecurity mission.
  • Prior experience supporting the CISA account.
  • Active engagement as a visible thought leader in the DHS and CISA cybersecurity eco-system.
  • Ability to develop actionable plans by leveraging market knowledge.
  • Results orientation with a sense of urgency.
