Job Summary

The Comptroller of Public Accounts is seeking a highly skilled and experienced Assistant Chief Counsel for General Litigation to join our team. As a key member of our Operations & Support Legal Services Division, you will play a critical role in directing and planning the agency's legal activities for matters that may proceed to federal and state civil courts or administrative hearings.

Key Responsibilities
  • Direct and plan the agency's legal activities for matters that may proceed to federal and state civil courts or administrative hearings.
  • Analyze litigation risks and plan pre-litigation strategies and negotiations to positively resolve civil legal matters for the agency's benefit prior to litigation.
  • Prepare cases for hearings or trials, draft and negotiate agreements and contracts; interpret laws, regulations, and rules; prepare or coordinate the preparation of legal documents; render legal advice and counsel; work with attorneys from other federal and state agencies; and review and draft agency policies, administrative rules, and bills for legislative consideration.
  • Provide guidance to paralegal staff in the preparation of legal documents including pleadings, motions, and discovery responses.
  • Serve as a liaison with the Texas Attorney General's Office (OAG) in connection with civil litigation for general litigation, appeals, and core proceedings before the Supreme Court of the United States and in bankruptcy.
  • Perform work on special projects and provide internal legal guidance as requested.
  • Advises and assists the agency's Legal Counsel for Human Resources and Ethics with respect to the defense of claims in employment matters that may lead to litigation.
  • Lead the coordination of legal assistance from the OAG if employment matters proceed to litigation.
  • Assist the agency and OAG with defense of claims.
  • Assist the agency and CID with matters that may or may not proceed with a criminal arrest and prosecution; may proceed administratively or through a civil action in matters that the agency has determined will not proceed with criminal charges.
  • Provide internal coordination for the work of others and may supervise the work of others.
Qualifications
  • Bachelor's degree from an accredited college or university.
  • Graduation from an accredited law school with a LL.B. or J.D.
  • Six (6) years of litigation experience.
  • Three (3) years working in or with federal, state, or local government, or administrative law.
Preferred Qualifications
  • Providing legal support to one or more Comptroller divisions.
  • Leading investigations, discovery, and e-discovery.
  • Supervising legal assistants or paralegals.
  • Drafting administrative rules and/or legislation.
  • Drafting complex legal agreements and contracts.
