Job Summary

The COMPTROLLER OF PUBLIC ACCOUNTS is seeking a highly skilled Financial Analyst to join our team as an Appropriation Control Officer. This role involves providing technical assistance, financial system support, and accounting research to large and complex agencies. The ideal candidate will have a strong understanding of legislative provisions, including the General Appropriations Act (GAA), and be able to interpret and apply complex financial theories accurately.

Key Responsibilities
  • Provide technical assistance to agencies on appropriation control, financial system support, and accounting research
  • Monitor state agencies' legislative appropriations and cash activity for compliance with legislative requirements
  • Interpret and apply complex legislative and accounting theories accurately
  • Work with other oversight agencies on various issues, including the implementation of legislative mandates, and research and analysis
  • Develop and maintain effective working relationships with agencies and other stakeholders
Requirements
  • Graduation from an accredited college or university with a bachelor's degree
  • Five years of experience performing one or a combination of general financial/accounting functions, financial reporting, budgeting, or financial statement audit duties
  • Experience working with accounts, reconciliations, or revenues
  • Strong knowledge of accounting, budgeting, and financial reporting principles
  • Ability to learn and apply complex financial theories and concepts
Preferred Qualifications
  • Graduation from an accredited college or university with a bachelor's degree in Accounting, Finance, or Business
  • Experience working with Texas governmental agency(s)
  • Experience with the Texas legislative process
  • Experience, knowledge, and understanding of USAS
  • Experience preparing fiscal notes or analyzing and costing legislation
  • Experience researching and analyzing state statutes and/or the GAA
