The Human Resources Manager at BlueHalo is responsible for overseeing a comprehensive range of HR functions, which include, but are not limited to: benefits management, compensation strategies, employee relations and investigations, compliance adherence, performance and talent development, employee recognition initiatives, training programs, onboarding processes, offboarding procedures, and additional responsibilities as assigned.

  • Manage Daily HR Operations: Supervise the daily activities of the HR team, ensuring adequate support, backup, and guidance are provided.
  • Employee Support: Address HR-related inquiries and concerns from employees and management.
  • Complex Issue Resolution: Guide management and staff through complex, specialized, and sensitive HR matters, including reasonable accommodations, investigations of misconduct, and disciplinary actions.
  • Employee Relations Leadership: Lead the investigation, documentation, communication, and resolution of employee relations issues.
  • Policy Implementation: Make informed decisions regarding the application of HR policies, practices, and strategies.
  • HR Program Administration: Execute routine tasks necessary for administering HR programs, including compensation, benefits, performance management, occupational health and safety, and training.
  • Policy Development: Collaborate with HR teams to research, develop, and update organizational policies and guidelines as necessary.
  • Strategic Contributions: Provide insights and recommendations to support the growth strategies of the Sector, working closely with leadership.
  • Collaboration: Consult with the HR leadership team and collaborate with the broader HR department.
  • Onboarding and Offboarding Oversight: Manage and administer the processes related to onboarding, offboarding, and employment changes.
  • Compliance Audits: Conduct or assist with record audits and mandatory reporting, including compliance reviews.
  • Record Maintenance: Ensure the accuracy and confidentiality of human resource files and documentation.
  • Regulatory Compliance: Review policies and practices to ensure compliance with employment laws and regulations.
  • Continuous Learning: Stay informed about trends, best practices, regulatory changes, and advancements in HR and employment law.
  • Additional Responsibilities: Perform other duties as assigned.

Basic Qualifications:

  • Bachelor's degree in Human Resources OR 10+ years of overall HR experience.
  • 3 years of demonstrated experience at the HR Manager level.
  • Strong verbal and written communication skills.
  • Excellent interpersonal, negotiation, and conflict resolution abilities.
  • Outstanding organizational skills and attention to detail.
  • Proven time management skills with the ability to meet deadlines.
  • Strong analytical and problem-solving capabilities.
  • Ability to prioritize tasks and delegate effectively.
  • Integrity, professionalism, and confidentiality in all actions.
  • Thorough knowledge of employment-related laws and regulations.
  • Proficient in Microsoft Office Suite.
  • Ability to quickly learn the organization's HRIS and talent management systems.

Desired Qualifications:

  • Experience within the Government Contracts sector is preferred.
  • SHRM-CP certification is desired.
