Summary

King County Metro Transit is in search of two dedicated and detail-oriented engineers (Engineer III) to join our esteemed Transit Speed and Reliability Team. These positions will act as subject matter experts and lead capital planning initiatives focused on transportation engineering solutions and traffic operations analysis. As part of a collaborative team of transportation engineers, you will receive guidance from a program lead.

We seek results-oriented individuals who thrive in a team environment and can effectively collaborate with various stakeholders across the organization. Project management experience is advantageous. This role encompasses managing small to medium-sized projects related to Transit Signal Priority (TSP), spot improvements, corridor enhancements, and trolley expansion and modification. Additionally, you will represent Metro in projects initiated by other jurisdictions to improve existing or future bus operations.

About the Transit Speed and Reliability Team:

The Transit Speed and Reliability team operates in a dynamic work environment within the Capital Planning section of Metro's Capital Division. This team excels in project management, traffic operations engineering, traffic modeling and simulation, transit planning, and capital planning. We work collaboratively with local jurisdictions to implement transit preferential treatments along transit corridors, at key locations, and around transit hubs to enhance Metro's service quality. The team has developed comprehensive guidelines that serve as a framework for executing these projects.

The team also establishes policies related to Metro's transit signal priority (TSP) program and negotiates TSP timings and strategies with local jurisdictions. We advocate for transit priority treatments on capital projects led by other agencies and provide consultation on transportation and traffic engineering solutions. Furthermore, the team engages in capital planning activities for projects aimed at expanding and modifying Metro's trolley bus network.

Key Responsibilities:
  • Lead and collaborate with interdisciplinary and interagency teams on technical matters related to transit corridor planning, conceptual plan development, and transportation engineering solutions.
  • Manage projects of varying scales concerning Transit Signal Priority (TSP), spot improvements, corridor enhancements, and trolley modifications while engaging with diverse stakeholders.
  • Conduct or oversee traffic analyses, travel time studies, and level-of-service calculations using established transportation engineering practices.
  • Utilize analysis results to spearhead the development of transit preferential improvements and cost-effective operational enhancements.
  • Formulate TSP strategies and timings, negotiate with local jurisdictions, and participate in their implementation.
  • Act as the Speed & Reliability subject matter expert for new RapidRide projects and enhancements.
  • Conduct field observations, identify issues, and propose improvement options for further evaluation.
  • Plan, develop, negotiate, and manage formal agreements with local agencies for project delivery.
  • Engage in complex assignments requiring extensive knowledge of multimodal transportation engineering and planning principles.
  • Serve as a project manager while collaborating with consultants, developing scopes of work, and reviewing deliverables.
  • Gather technical information for preparing grant applications to secure capital funding.
  • Participate in traffic engineering communities and pursue ongoing professional development to enhance technical expertise.
  • Apply advanced transportation engineering techniques and adapt current theories and practices.
  • Prepare reports and presentations for various audiences, including Metro management and community groups.
  • Establish and maintain effective working relationships with department staff, management, vendors, and partner city staff.

Qualifications:

Minimum Qualifications:
  • Bachelor's degree in civil engineering, electrical engineering, or a related field with a focus on transportation.
  • At least 5 years of experience in transportation engineering or a related discipline.
  • Familiarity with transportation planning and traffic engineering techniques and principles.
  • Demonstrated skills in planning, facilitation, decision-making, and transportation data analysis.
  • Proven project management skills, including leading multidisciplinary project teams.
  • Ability to manage multiple projects concurrently.
  • Knowledge of relevant standards and regulations in traffic engineering.
  • Strong analytical capabilities and sound engineering judgment.
  • Excellent communication skills, adaptable to various audiences.
  • Ability to navigate politically sensitive issues.
Desired Qualifications:
  • Professional experience in improvements such as coordinated signal timings, signal modifications, and transit priority treatments.
  • Familiarity with transit operations and service planning fundamentals.
  • Experience with signal timing development using relevant software.
  • Background in roadway geometric design and/or construction.
  • Experience with traffic signal systems used within the region.
  • Engineering in Training (EIT) or Professional Engineering (PE) license.
  • Active involvement in transportation/traffic engineering professional organizations.
