Key Responsibilities:

Under general supervision, this role offers senior engineering support for the Agency's transit operating technology systems, including Supervisory Control and Data Acquisition (SCADA), industrial control systems, telephone communications, access control, public addressing and messaging, building management systems, Traction Power Substation (TPSS) SCADA, OT Network, and other transit-related technology platforms. This position serves as a technical leader for staff, contractors, and vendors, acting as a subject matter expert on Operations Technology (OT) systems and OT cybersecurity. The role involves coordinating activities with various divisions, departments, and external agencies, troubleshooting and resolving system errors and issues as necessary. Responsibilities include ensuring that the quality of work aligns with the Agency's standards.

Essential Duties:
  • Deliver engineering and technical support for the Operations Technology control system and its subsystems.
  • Provide technical leadership, mentorship, and guidance to team members, contractors, and vendors.
  • Conduct technical analysis, hazard and risk assessments, develop business cases, and lead major operations technology projects.
  • Collaborate with operations and engineering teams to translate agency needs into long-term architectural solutions.
  • Lead efforts to address complex technical challenges in accordance with established design criteria.
  • Evaluate and support the maintenance of operations technology assets and systems in service.
  • Develop, maintain, and enforce operating and maintenance standards and procedures in collaboration with other technology groups.
  • Provide input on design requirements based on asset performance and technological advancements.
  • Implement system enhancements to boost reliability and performance.
  • Perform root cause analysis and assist in resolving advanced technical issues.
  • Exhibit expert knowledge of industry principles and practices relevant to the area of responsibility.
  • Promote and embody Sound Transit’s core values and contribute to a culture of diversity, equity, and inclusion.
  • Adhere to safety rules, regulations, and procedures relevant to assigned duties.

Qualifications:

Education and Experience: Bachelor’s degree in Electrical Engineering, Mechanical Engineering, or a closely related field, with five years of practical experience in systems engineering across multiple operations technology systems; or an equivalent combination of education and experience.

Required Knowledge and Skills:
  • Design, maintenance, and lifecycle management of operations technology systems.
  • Operational characteristics of various computer and network systems, applications, hardware, industrial controls, and IoT software.
  • Methods for designing, installing, and maintaining industrial control systems.
  • Ability to foster team growth and efficiency.
  • Advanced troubleshooting techniques for programmable controllers and industrial controls.
  • Practical knowledge of PLCs, HMIs, and SCADA systems.
  • Strong communication skills for coordination with co-workers, customers, and vendors.
  • Ability to work effectively under pressure and manage multiple priorities.
  • Proficiency in computer software for compiling and preparing reports.
  • Establishing effective working relationships with various stakeholders.
  • Defining detailed technical requirements and scoping documents.
  • Applying effective oral and written communication skills across various audiences.
Preferred Knowledge and Skills:
  • Experience with rail or transit operations technology.
  • Familiarity with GE, Emerson, and Siemens platforms.
  • Knowledge of OT cybersecurity and network systems.
Work Environment:
  • Work is performed in both office and transit system field environments.
  • Field positions may encounter hazardous conditions and extreme weather.
  • Involves testing, troubleshooting, and maintaining Operations Technology systems and equipment.
  • May require rotating 24/7 on-call technical support and occasional night and weekend shifts.
