POSITION SUMMARY
The Architecture and Engineering (A&E) Project Manager will be responsible for preparing and developing construction project documents in accordance with the latest DOD, Air Force, and Host Nation policies, procedures, and design criteria to outline RFP requirements for FSRM, MILCON, and other DOD planning, design, and construction initiatives. Additionally, this role involves managing and overseeing construction projects in line with contractual obligations and the most current DOD, Air Force, and Host Nation guidelines for FSRM and MILCON. Responsibilities include conducting independent evaluations of contract performance and deliverables, reviewing and tracking contractor-generated progress reports, schedules, financial management, and expenditure reports, identifying issues related to data insufficiency, and providing technical reviews and risk assessments of projects, as well as coordinating the completion of all project close-out documentation (e.g., DD1354s, contractor-supplied As-Built drawings).

KEY RESPONSIBILITIES
  • Maintain efficient and professional client relations.
  • Exhibit effective verbal and graphic presentation skills.
  • Demonstrate business development capabilities as a doer-seller.
  • Direct and coordinate staffing plans and project personnel activities to ensure timely project progression within budget.
  • Communicate effectively in graphic, verbal, and written formats with project teams, clients, vendors, and contractors.
  • Occasional travel may be required.

PROFESSIONAL QUALIFICATIONS
  • Bachelor's or Master's degree in Architecture or Building Engineering disciplines (Structural, Mechanical, Civil, Fire Protection, or Electrical Engineering).
  • A minimum of 5 years of experience in architecture or building engineering, with at least 4 years in project management roles.
  • Professional Engineer or Registered Architect license is required.
  • Ability to reside and/or relocate to Misawa, Japan for a minimum of 1 year.
  • U.S. Citizenship is mandatory.

DESIRED QUALIFICATIONS
  • Experience with Federal DoD projects.
  • Familiarity with Design/Build alternative project delivery methods.
  • Proficiency in Building Information Modeling (Revit), Bluebeam, and AutoCAD.
  • Knowledge of Microsoft Office applications.
  • Project Management Professional (PMP) certification is preferred.

COMPENSATION
The salary range for this position is competitive and will be determined based on the experience and expertise of the selected candidate.

LOCATION
This position is based at the Misawa Air Base in Japan, requiring the candidate to reside or relocate there for a minimum of 1 year. Relocation assistance is available.
