Ramboll US Consulting, Inc. stands as a leading environmental consulting firm, offering a comprehensive array of technical services to public and private sector clients. We are in search of qualified candidates to fill the role of environmental senior managing consultant or managing consultant, specializing in land use permitting within our site solutions group. This role encompasses overseeing all facets of land use permitting, which includes managing field surveys and wetland assessments, evaluating permit applicability, crafting permit applications and environmental impact statements, formulating permitting strategies, and coordinating meetings with clients and regulatory agencies, as well as preparing necessary permitting documentation for various projects, such as brownfields redevelopment and site remediation.

Key Responsibilities:

  • Lead the drafting and assessment of local, state, and federal permitting documents, focusing on regulations from the U.S. Army Corps of Engineers and the New Jersey Department of Environmental Protection.
  • Facilitate client and agency discussions regarding land use permitting and remedial actions.
  • Conduct analyses of remedial and permitting alternatives.
  • Support and execute sediment characterizations and remedial initiatives.
  • Oversee field surveys and wetland assessments, along with the preparation of related deliverables.
  • Develop site plans for both remediation and permitting.
  • Generate reports and other written communications.
  • Establish and nurture client relationships, including the preparation of project budgets and proposals.
  • Guide and mentor junior to mid-level staff in site investigation, characterization, and land use permitting competencies.
  • Assist in regulatory negotiations and the assessment of technical documents.

  • BS/MS in engineering, environmental science, biology, natural resources, or a related discipline.
  • A minimum of 10 years of experience in land use permitting in New Jersey, with a background in site investigation and remediation.
  • Familiarity with the NJDEP Site Remediation Program, PADEP Division of Site Remediation, and/or PADEP Land Recycling Program.
  • Experience with the NJDEP Division of Land Resource Protection and the U.S. Army Corps of Engineers, including the preparation of permitting documents and reports.
  • Strong skills in technical writing, critical thinking, and analysis.
  • Excellent verbal and written communication abilities.
  • Proven project management capabilities, including budget and proposal preparation, along with technical expertise.
  • OSHA 40-hour HAZWOPER certification.
  • Wetland Delineation Certification is advantageous but not mandatory.
