Ramboll US Consulting, Inc. stands as a leading environmental consulting firm, offering a comprehensive range of technical services to both public and private sector clients. We are in search of qualified candidates to fill the role of environmental senior managing consultant or managing consultant, focusing on land use permitting within our site solutions group. This role encompasses overseeing all facets of land use permitting, which includes but is not limited to managing field surveys and wetland assessments, evaluating permit applicability, preparing permit applications and environmental impact statements, developing permitting strategies, and coordinating client and agency meetings while generating necessary permitting documentation for various projects, including brownfields redevelopment and site remediation.

Key Responsibilities:

  • Lead the preparation and assessment of local, state, and federal permitting documents, particularly concerning U.S. Army Corps of Engineers and New Jersey Department of Environmental Protection regulations.
  • Facilitate client and agency discussions regarding land use permitting and remedial action initiatives.
  • Conduct and compile analyses of remedial and permitting alternatives.
  • Support and execute sediment characterizations and remedial actions.
  • Oversee field surveys and wetland assessments, along with the preparation of associated deliverables.
  • Develop both remedial and permitting site plans.
  • Draft reports and other written communications.
  • Establish and maintain client relationships, including the formulation of project budgets and proposals.
  • Supervise and mentor junior to mid-level staff in the development of site investigation, site characterization, and land use permitting competencies.
  • Assist in regulatory negotiations and the evaluation of technical documents.

  • BS/MS in engineering, environmental science, biology, natural resources, or a related field.
  • A minimum of 10 years of experience in land use permitting in New Jersey, with a background in site investigation and remediation.
  • Familiarity with NJDEP Site Remediation Program, PADEP Division of Site Remediation, and/or PADEP Land Recycling Program.
  • Experience with NJDEP Division of Land Resource Protection and U.S. Army Corps of Engineers, including the preparation of permitting documents and reports.
  • Strong technical writing, critical thinking, and analytical capabilities.
  • Excellent verbal and written communication skills.
  • Demonstrated project management expertise, including budget and proposal preparation, along with technical proficiency.
  • OSHA 40-hour HAZWOPER certification.
  • Wetland Delineation Certification is advantageous but not mandatory.
