Job Summary

Human Capital Resources and Concepts Inc. (HCRC) is a leading consulting firm specializing in resource management capabilities for federal organizations. We are seeking a highly skilled Senior Federal HR Staffing Specialist to join our team.

Key Responsibilities
  • Collaborate with program managers to develop and implement effective recruitment strategies.
  • Work closely with management to prepare and issue vacancy announcements, ensuring compliance with federal regulations.
  • Utilize automated systems such as Monster and USA Staffing to manage recruitment processes.
  • Adjudicate applicant packages, evaluating compliance with veterans' preference requirements and ensuring submissions meet minimum qualifications.
  • Perform routine staffing support duties, including preparation of referral lists, collecting and preparing applicant packets, and coordinating subject matter experts.
  • Respond to inquiries, complaints, and problems related to HR policy, recruitment, and staffing selection processes.
  • Review work products and automated system data, initiating and completing actions to correct errors.
  • Develop and maintain computerized databases and spreadsheets to manage and monitor recruitment and staffing processes.
  • Prepare reports on work output and progress.
  • Utilize HRIS to document work output, process administrative functions, and run reports.
  • Ensure adherence to procedures, policies, and SOPs related to case file management, federal staffing, selection, and assessments.
  • Review military documents for applicable veteran preference and apply where appropriate.
  • Prepare and issue merit promotion certificates.
  • Code personnel actions in accordance with the OPM Guide to Processing Personnel Actions.
  • Provide support for offer letters, employee onboarding, and new employee orientation.
  • Prepare and deliver status reports on a regular schedule or as needed.
  • Build and create job opening announcements, testing questionnaires, and assessments in USA Staffing.
  • Issue and audit certificates of eligibles in USA Staffing.
  • Issue NORs, Conditional Offer Letters (COL), and Final Offer Letters (FOL) in USA Staffing/Onboarding Manager.
Requirements
  • Possess an active Delegating Examining Certification.
  • Seven (7) or more years' experience with federal staffing processes and policies.
  • Hands-on experience with Monster Government Solutions, HR Connect (PeopleSoft).
  • Demonstrated understanding of Office of Personnel Management (OPM) qualification standards in rating job applications.
  • Active Public Trust Clearance.
