Incept Data Solutions, Inc. is looking for a Federal Acquisition Specialist who will be instrumental in overseeing and executing programs essential to the mission of the U.S. Customs and Border Protection agency.
KEY RESPONSIBILITIES
Expert Consultation: Deliver specialized guidance on federal acquisition regulations, policies, and best practices. Interpret and apply the DHS Acquisition Lifecycle Framework along with other pertinent regulations.
Stakeholder Collaboration: Work closely with stakeholders to ensure successful outcomes and provide support for program-level contracts throughout both pre-award and post-award phases.
Acquisition Strategy Development: Formulate and implement detailed acquisition strategies and plans. Assist in market analysis, procurement planning, and the preparation of acquisition documentation.
Contract Oversight: Manage all stages of the contract lifecycle, including pre-award, award, and post-award activities. Ensure adherence to contractual terms and conditions.
Proposal Assessment: Engage in the evaluation of proposals, ensuring compliance with technical, cost, and regulatory standards. Provide informed recommendations for award decisions.
Training and Capacity Building: Facilitate training sessions and workshops for team members and stakeholders on acquisition processes, tools, and best practices.
Stakeholder Engagement: Serve as a liaison between the contracting organization and government clients. Promote effective communication and collaboration to address issues and ensure alignment with project objectives.
Risk Assessment: Identify potential risks in the acquisition process and devise mitigation strategies. Monitor and report on the progress of acquisition activities, addressing any issues promptly.
Continuous Improvement: Stay updated with changes in federal acquisition regulations and practices. Recommend and implement process enhancements to improve efficiency and compliance.
Additional Responsibilities: Perform other duties as assigned.
QUALIFICATIONS
- Bachelor's degree.
- Current and active CBP BI Clearance.
- PMP certification preferred.
- A minimum of 10 years of experience in federal acquisition, with a proven record of managing complex contracts and procurement processes. Prior experience supporting federal contractors is essential.
- Comprehensive understanding of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and other relevant regulations. Familiarity with government procurement processes and requirements.
- Strong analytical and problem-solving abilities.
- Excellent communication and interpersonal skills.
- Proficiency in acquisition planning and contract management software.
- Ability to work independently and collaboratively within a team.
- Strong organizational skills and meticulous attention to detail.
