Role Summary:
This role is pivotal in spearheading the conceptual design phases (FEL 1/FEL 2) of projects, focusing on safety, environmental impact, reliability, profitability, and energy efficiency within refinery operations. Additionally, the position may involve conducting specialized studies and offering supplementary process engineering assistance to operational or project teams as necessary.

Key Responsibilities:
1. Conduct process evaluations or detailed engineering analyses for initiatives that encompass capacity enhancements, safety improvements, environmental compliance, product modifications, process optimization, and other design alterations within operational facilities.
2. Collaborate with stakeholders, technical teams, and business units to ensure project alignment with organizational goals.
3. Manage process engineering interactions with external engineering firms for relevant projects and studies.
4. Define project scopes that align with business objectives in a cost-effective manner.
5. Oversee the initial scoping of investment opportunities through concept selection phases to facilitate a seamless transition to the Define Phase.
6. Provide technical oversight and assurance of contractor deliverables, with guidance from management as required.
7. Assist the Project Engineer in formulating project scope, budget, timeline, and execution strategies as needed.
8. Work collaboratively with Project and Discipline Engineers to ensure integrated project execution.
9. Engage in Management of Change (MOC) processes for projects, delivering technical assurance and process expertise, including risk assessments and safety reviews.
10. Offer risk-based evaluations on safety controls, making prioritized recommendations for project enhancements.
11. Develop technical documentation to support process engineering oversight of assigned projects.
12. Act as a Technical Authority, ensuring compliance with internal and external standards and best practices while reviewing and approving project designs from a process engineering standpoint.
13. Provide additional technical support for projects as required, including turnaround assistance and high-impact operational events.
14. Mentor and guide junior staff members.

Qualifications:
1. Minimum of 5 years of experience in process engineering within refining or petrochemical sectors, with a robust understanding of refinery operations and economic factors.
2. At least 3 years of relevant experience in capital project development or process design in refining.
3. Familiarity with process safety design, industry standards, and best practices.
4. Proficiency in software tools such as PRO/II, UniSim, and HYSYS/Aspen is advantageous.
5. Strong communication skills, both verbal and written, with exemplary interpersonal and professional conduct.
6. Capability to work in industrial environments, including climbing and wearing Personal Protective Equipment (PPE) as necessary.
7. Legal authorization to work in the United States on a full-time basis.

Education:
A Bachelor of Science degree in Chemical Engineering or a related field is required.
