The Commercial Trading Compliance division plays a vital role within the Phillips 66 Global Ethics & Compliance ('GEC') group, primarily focusing on supporting the Global Commercial trading operations. The Commercial Trading Compliance ('CTC') Analyst (Gas and Power) position is centered in Houston, Texas, and is primarily tasked with assisting in the compliance of Commercial's Gas & Power physical and financial commodity derivative trading activities. This includes providing timely and precise compliance and regulatory guidance, ensuring adherence to internal policies and external regulatory mandates, and executing trade surveillance and monitoring tasks.

Key Responsibilities Include:
  • Gas & Power Markets Compliance Support: Assist Phillips 66 Commercial traders in navigating the North American Physical Gas and Power markets, ensuring understanding of relevant market regulations and compliance requirements for new market authorizations.
  • Gas & Power Commodity Derivative Trading: Monitor pertinent rules and regulations concerning gas & power commodity derivative trading activities on exchanges and over-the-counter, ensuring traders are informed of their compliance obligations.
  • Trade Surveillance: Implement risk-based trade surveillance of gas and power commodity derivative trading on U.S. exchanges, utilizing standard indicator reports in the Nasdaq Trade Surveillance ('NTS') tool to identify potential anomalies.
  • Position Limits: Assess daily futures and options positions to confirm compliance with regulated exchange position limits.
  • Compliance Awareness and Learning: Collaborate with the Global CTC Team to enhance trading personnel's understanding of relevant regulations through tailored learning modules.
  • Internal Compliance Controls: Ensure adherence to internal controls and policies, maintaining and improving internal monitoring reports and escalating potential violations.
  • Compliance Investigations: Support the GEC Ethics Department in conducting internal investigations of trader behavior as necessary.
  • External Regulatory Awareness: Stay informed on compliance and regulatory knowledge of CFTC, FERC, and ISO rules for power, renewables, and gas markets.
  • Compliance Advisory: Monitor changes in regulatory requirements and exchange rules, communicating impacts to relevant internal stakeholders.
Required Qualifications:
  • Legally authorized to work in the job posting country.
  • Bachelor's degree.
  • 3 or more years of experience in a Commercial Trading environment with exposure to front and mid-office trading activities.
  • Understanding of gas products and ISO/RTO power products.
  • Commercial knowledge of traded products, markets, and strategies.
  • Demonstrated knowledge of CFTC, FERC, and ISO regulations.
Preferred Qualifications:
  • Experience with the Nasdaq Trade Surveillance ('NTS') tool or similar systems.
  • Familiarity with Energy Trading and Risk Management ('ETRM') systems.
  • Strong understanding of U.S. commodities regulatory environment and applicable laws.
  • Working knowledge of PowerBI for report creation.
  • Proficient in regulations, exchange rules, and internal policies related to North American gas and power trading.
  • Self-motivated individual capable of working independently while also collaborating effectively within a global team.
