Responsibilities

This position involves developmental tasks when filled below the full performance level. Examine and assess oil and gas lease cases to guarantee production compliance and adhere to regulations established by Federal law regarding the management and safeguarding of Federal and Indian oil and gas assets. Perform Records Verification (RV) for a diverse range of cases. Select and execute Records Analysis (RA) evaluations. Ensure adherence to Title 43 of the Code of Federal Regulations Parts 3160 and 3170 in oil and gas operations. Offer recommendations and supporting documentation for suitable actions to colleagues and supervisors. Implement follow-up procedures on discrepancies identified during the auditing process to relevant parties. Act as a technical authority among peers, providing guidance, support, and training on intricate or atypical production accountability matters.

Employment Conditions

U.S. Citizenship is mandatory. Background investigation and drug screening may be required. Compliance with Selective Service Registration Act is necessary for males. Submission of a resume and supporting documents is required. Active real estate licenses or interests in firms with stakes in Federal Lands are prohibited. New Federal government employees must complete a one-year probationary period.

MINIMUM QUALIFICATIONS:
To be considered minimally qualified for this position, candidates must demonstrate the required specialized experience and/or education for the respective grade level in which they are applying:

Specialized Experience GS-05: Candidates must possess one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (gained in either the private or public sectors) performing the following: (1) gathering specified data from various sources; (2) reviewing data sets for anomalies by comparing data from different sources; (3) assisting higher-level technicians in summarizing data sets for technical reports. Specialized experience may include roles as a clerk, administrative assistant, or technician in operations, engineering, or record-keeping activities.

OR,
Education GS-05 :
Successful completion of at least a full four-year course of study beyond high school from an accredited business, secretarial, or technical school, junior college, college, or university in any field for which high school graduation or the equivalent is the normal prerequisite. (NOTE; A copy of your transcripts must be submitted.)

OR,
Combination GS-05:
Successful completion of a combination of post-high school education and specialized experience as described above, when combined, equals 100% of the total requirement. [Note that only education beyond the first 60 semester hours (i.e., beyond the second year) may be used to qualify under this option]. (NOTE; A copy of your transcripts must be submitted.)

Specialized Experience GS-06: Candidates must possess one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (gained in either the private or public sectors) performing the following: (1) collecting, adjusting, and reviewing data sets from various sources; (2) applying basic formulas to data sets using spreadsheet software; (3) drafting technical reports for work assignments and inputting results into a database. Specialized experience may include roles as a clerk, technician, or aid in operations, physical sciences, or engineering fields if it equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized Experience GS-07: Candidates must possess one full year of specialized experience comparable in scope and responsibility to the GS-06 grade level in the Federal service (gained in either the private or public sectors) performing the following: (1) reviewing technical reports related to oil and gas and drawing conclusions based on those documents; (2) researching and applying government regulations or engineering concepts to available documents and data; (3) determining simple relationships between data to aggregate the data. Specialized experience may include roles as an analyst, auditor, accountant, or technician in engineering, operations, or physical science fields if it equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position.

Specialized Experience GS-08: Candidates must possess one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (gained in either the private or public sectors) performing the following: (1) reviewing oil and gas reports from complex operations; (2) determining volumes from raw data recorded by oil and gas meters; (3) determining complex relationships between oil and gas volumes and related data to aggregate volumes and data. Specialized experience may include roles as an engineering technician, facilities operations specialist, oil and gas accountant, analyst, or auditor.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

You must include months, years, and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in the interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credit hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

There is no substitution of education for experience at the grade levels GS-06/07/08 of this announcement.
