Job Description and Duties

As a Senior Utilities Engineer at the Public Utilities Commission, you will play a critical role in ensuring the safety and reliability of California's natural gas infrastructure. Under the general direction of a Program and Project Supervisor, you will exercise the CPUC's Safety Assurance activities of regulated natural gas, propane, and liquefied natural gas pipeline systems.

Key Responsibilities:
  • Conduct construction and hydrostatic testing inspections and gas safety standard inspections of jurisdictional natural gas facilities in California and document findings in inspection reports.
  • Conduct specialized inspections and incident investigations of gas utility incidents. Enforce Federal and State Pipeline Safety Codes. Lead special technical assignments and assist the P&PS and Program Manager (PM) in developing procedures and guidelines for conducting audits, inspections, and incident investigations.
  • Participate as assigned in formal pipeline Applications, special permit processes, Order Instituting Investigations, or Rulemakings. Such work will include preparing technical reports and exhibits and providing formal testimony, summarizing complex information for upper management, organizing and conducting workshops on pipeline safety matters.
  • Perform other Safety Assurance activities as assigned by PM or PPS.
  • Testimony before the California Public Utilities Commission as an expert witness or as an advisor to a decision-maker on natural gas related matters.
  • Primary staff member responsible for the coordination of a major, long-term special project related to natural gas undertaken by the California Public Utilities Commission.
  • Testimony before the National Transportation Safety Board, federal and state courts or other state and federal regulatory or judicial proceedings as an expert witness or primary technical representative for the California Public Utilities Commission.
  • Senior authorship of major reports formally presented to the California Public Utilities Commission.
  • Performs other work-related duties as required.
  • Possession of a valid California Professional Engineer License is required.
Working Conditions:

Required to travel throughout the Northern and Southern Regions on a frequent basis including overnight stays and on occasions, required to work unusual hours on short notice (up to 80%).Occasionally, incumbent will be required to travel out of state to attend week-long training or conferences conducted by other gas regulatory agencies.A valid California issued Class C Drivers License is required. Position subject to DMV Pull Notification.
