Position Overview

The Public Utilities Commission is seeking qualified candidates for the role of Senior Regulatory Analyst. This position requires individuals to demonstrate eligibility and relevant experience in the field of public utilities.

Key Responsibilities

Under the supervision of the Project and Program Supervisor, the analyst will support high-level decision-making processes involving Commissioners, Judges, and management within the Energy Division. The analyst will lead teams and coordinate projects aimed at facilitating the integration of electric generation and storage into the distribution grid.

This role will involve:

  • Evaluating various policy proposals related to Tariff Rules 21, 15, 16, and 2, focusing on their effectiveness in promoting safety, reliability, and state climate objectives.
  • Conducting independent analyses of regulatory, policy, and technical matters to provide informed recommendations.
  • Preparing comprehensive analyses and recommendations for the California Public Utilities Commission's rulemakings through diverse work products.
  • Reviewing and offering policy insights on proposed legislative measures and overseeing the implementation of resultant programs.
  • Collaborating with technical standards for smart inverters and other Distributed Energy Resources (DERs).

Additional Duties

The analyst will also engage in writing and presenting reports, liaising with various California organizations and agencies, and addressing external inquiries. Support may be required for informal dispute resolution between Investor-Owned Utilities and stakeholders, as well as participation in policy development forums.

Application Process

Applicants must complete the STD 678 application form, detailing relevant experience in public utilities or transportation, particularly in economics, finance, or policy. Clear descriptions of experience, including duration, are essential for qualification.

The Public Utilities Commission promotes a hybrid work environment, allowing flexibility in work locations while requiring occasional in-person attendance for specific activities as directed by management. All employees must reside in California.
