Position Overview:

The Arizona Official Website of State of Arizona is in search of a Facilities Operations Manager. This pivotal role is essential for guiding and directing the facilities team, ensuring optimal functionality, and upholding exceptional standards of accountability. The Facilities Operations Manager will supervise maintenance initiatives, oversee financial plans, and formulate policies aimed at improving service delivery and client satisfaction. The ideal candidate will also prioritize team development, ensure adherence to regulatory requirements, and execute strategic plans for facilities management.

Key Responsibilities:
  • Oversee the maintenance team, which includes Electricians, Plumbers, HVAC Technicians, Stationary Engineers, and Building Maintenance Personnel.
  • Ensure that all activities are conducted professionally, adhering to system standards, manufacturer guidelines, and local, state, and national regulations, including OSHA.
  • Develop, implement, and monitor departmental operational and capital budgets.
  • Conduct inspections of completed projects to verify quality of work on facilities.
  • Identify training requirements, assess performance, provide coaching, and inspire team members.
  • Mentor and guide team members to enhance their skills and competencies.
  • Exemplify leadership by modeling behaviors aligned with the values of the organization; facilitate conflict resolution among staff.
  • Establish accountability standards, assess employee performance, acknowledge achievements through recognition programs, and provide necessary counseling.
  • Manage employee evaluations, disciplinary actions, goal setting, workflow management, and performance metrics.
  • Oversee contract management, ensuring compliance with terms and quality of work.
  • Regularly meet with key vendors to address any issues and keep them informed of changes in practices.
  • Conduct quarterly meetings with building coordinators to gather feedback on service quality.
Required Knowledge, Skills & Abilities:

Knowledge of:

  • Principles and practices of facilities management and maintenance.
  • Construction methods and techniques.
  • Relevant building and construction codes, regulations, and policies.
  • State procurement practices and current building management systems.
  • Comprehensive understanding of plumbing, electrical, and HVAC systems.

Skills in:

  • Personnel management, including hiring, training, and performance evaluation.
  • Practical application of facilities management principles.
  • Reading and interpreting blueprints and schematics.
  • Applying current building codes and regulations.
  • Building and maintaining professional relationships.
  • Effective communication, both written and verbal.
  • Analytical and problem-solving capabilities.

Ability to:

  • Lead skilled trades in both corrective and preventive maintenance tasks.
  • Utilize computer systems and software effectively.
  • Operate computerized work order and energy management systems.
  • Work independently as well as collaboratively within a team.
  • Manage multiple tasks and adapt to shifting priorities.
Preferred Qualifications:
  • Facility Management Professional (FMP) certification.
  • A minimum of five years of progressive experience in managing maintenance operations for large, multi-building facilities.
  • Experience with budgeting, CMMS, BAS, and inventory management.
Pre-Employment Requirements:
  • Background and reference checks, including criminal records verification.
  • Valid driver's license.
