Job Summary:
The Arizona State Government is in search of a Facilities Operations Manager.

This position is vital for providing leadership and guidance to the facilities team, ensuring smooth operations, and upholding high standards of accountability.

The Facilities Operations Manager will supervise maintenance initiatives, oversee budgets, and formulate policies to improve service delivery and enhance customer satisfaction.

The ideal candidate will prioritize staff development, ensure adherence to regulatory standards, and implement strategic plans for effective facilities management.


Key Responsibilities:
Oversee the maintenance team, which includes Electricians, Plumbers, HVAC Technicians, Stationary Engineers, and Building Maintenance Personnel.

Ensure that tasks are performed professionally in accordance with system standards, manufacturer guidelines, and applicable local, state, and national regulations, including OSHA.

Prepare, execute, and monitor departmental operating and capital budgets.

Inspect completed work on buildings to ensure quality standards are met.

Identify training needs, track performance, provide coaching, and motivate team members.

Mentor and develop team members to enhance their skills and competencies.

Exemplify leadership by modeling behaviors aligned with organizational values; mediate and resolve conflicts among staff.

Establish accountability standards, assess employee performance, recognize achievements through reward programs, and provide necessary counseling.

Manage employee evaluations, disciplinary actions, goal setting, workflow management, and performance metrics.

Oversee contract administration, ensuring compliance and quality of workmanship.

Regularly meet with key vendors to address issues and communicate changes in practices.

Conduct quarterly meetings with building coordinators to gather customer feedback on service quality.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Principles and practices of facilities management and maintenance.

Construction methods and techniques.

Current building codes, regulations, and policies relevant to assigned responsibilities.

Procurement practices and current building management systems.

Strong understanding of plumbing, electrical, and HVAC systems.

Skills in:
Personnel administration related to hiring, training, and performance management.

Application of facilities management principles and practices.

Blueprint and schematic interpretation.

Effective communication, both written and oral.

Problem-solving and analytical skills.

Ability to:
Lead skilled trades in corrective and preventive maintenance tasks.

Utilize computer software and management systems effectively.

Work independently and collaboratively in a team setting.

Adapt to changing priorities and manage multiple tasks.

Preferred Qualifications:
Facility Management Professional (FMP) certification.

Five years of progressive experience in managing maintenance operations for large multi-building facilities.

Experience with budgeting, CMMS, BAS, and inventory management.

Pre-Employment Requirements:
Background and reference checks, including criminal records verification.

Valid driver's license may be required for certain functions.
